THE SENATE

S.C.R. NO.

109

TWENTY-NINTH LEGISLATURE, 2018

STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

REQUESTING THE PRESIDENT OF THE UNITED STATES TO ESTABLISH A PEACE DELEGATION OF ALOHA AS A catalyst for GOODWILL AND DIPLOMACY TO NORTH KOREA.

WHEREAS, on January 13, 2018, Hawaii's false ballistic missile alert catapulted Hawaii into a heightened state of emergency, panic, and confusion; and

WHEREAS, Hawaii is located roughly 4,600 miles from North Korea, within range of a ballistic missile reaching Hawaii in less than twenty minutes; and

WHEREAS, anxiety heightened in 2009 when the Obama Administration said the late Kim Jong Il could send a missile toward Hawaii, causing the United States to pump millions of dollars into military exercises and preparedness; and

WHEREAS, North Korea's recent tests of nuclear weapons, creation of long-range missiles, and threats to attack the United States and South Korea have further generated a combative standoff between United States President Donald Trump and the current North Korean leader Kim Jong Un; and

WHEREAS, nuclear tensions between North Korea and the United States prompted Hawaii to reinstate its first-of-the-month test of a nuclear-attack warning system on December 1, 2017, which had not been utilized since the Cold War ended in the 1980s; and

WHEREAS, the creation of a Peace Delegation of Aloha to soothe relations between the United States and North Korea would extend a gesture of diplomacy, harmony, and peace throughout the region and begin a cultural exchange between the two nations; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that the President of the United States is requested to establish a Peace Delegation of Aloha, to include popular American athletes, hula dancers, Hawaiian musicians, and other cultural envoys, to serve as a catalyst to ease tensions, reduce fear, and promote peace, nuclear disarmament, goodwill, and diplomacy to North Korea; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the President of the United States.
