SENATE CONCURRENT
RESOLUTION
urging the Department of Education to ensure that school restrooms are supervised, cleaned, and restocked periodically throughout the school day.
WHEREAS, according to surveys conducted by Opinion Research Corporation for Kimberly-Clark Professional, twenty per cent of middle school and high school students admit to their parents that they avoid using school restrooms due to dirty or unsafe conditions; and
WHEREAS, students cite odors, unsanitary conditions, and lack of supplies as reasons they avoid using school restrooms throughout the school day; and
WHEREAS, regardless of the reasons for avoiding the restrooms, forty-three per cent of the students surveyed in one poll believe that students who avoid using the restrooms cannot concentrate on school work, and forty-two per cent agreed that students get sick as a result; and
WHEREAS, according to Opinion Research Corporation survey data, one-third of school restrooms were deficient in cleanliness due to lack of maintenance or lack of sanitary products; and
WHEREAS, in order for students to reach their full potential in education, they must first have their physiological needs met to maintain a healthy human body; and
WHEREAS, clean restrooms will result in fewer complaints and can increase the lifetime of the restroom facilities, therefore reducing repair and maintenance costs; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Education is urged to ensure that school restrooms are supervised, cleaned, and restocked periodically throughout the school day; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Governor, the Chair of the Board of Education, the Superintendent of Education, and all secondary school principals and counselors.
