SENATE CONCURRENT

RESOLUTION

 

 

URGING THE FEDERAL, STATE, AND COUNTY GOVERNMENTS TO COLLABORATE WITH COMMUNITY LEADERS AND STAKEHOLDERS TO SUPPORT NEIGHBORHOOD SECURITY WATCH PROGRAMS IN HAWAII.

 

 


     WHEREAS, crime is an escalating problem in Hawaii that affects the State's neighborhoods and schools, and domestic violence, substance abuse disorders, disorderly conduct, and the destruction of property continue to plague our communities; and

 

     WHEREAS, county police departments are short-staffed and serve as first responders for most emergencies, reports of domestic abuse, gang activity, drug activity, and issues related to homelessness; and

 

     WHEREAS, the Neighborhood Security Watch program is a grassroots initiative of the Honolulu Police Department where volunteers are trained to lead security patrols in their communities; and

 

     WHEREAS, Neighborhood Security Watch programs also work collaboratively with law enforcement officers, state and county officials, community leaders, churches, businesses, and nonprofit organizations to hold safety training events and to establish emergency response procedures; and

 

     WHEREAS, Neighborhood Security Watch programs are part of a proactive policing strategy and help free up law enforcement officers to focus on other priorities; and

 

     WHEREAS, in the last year, Neighborhood Security Watch programs have coordinated with stakeholders to hold events in Moanalua Gardens, Kahuku, Kapalama, Chinatown, Makiki, Waikiki, Mililani, Ewa Beach, Waianae, Nanakuli, and on Hawaiian Home Lands homesteads; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the federal, state, and county governments are urged to collaborate with community leaders and stakeholders to support Neighborhood Security Watch programs in Hawaii; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States, Governor, Lieutenant Governor, Mayor of each county, Senate Majority Leader and Speaker of the United States House of Representatives of the United States Congress, and each member of Hawaii's congressional delegation.
