SENATE CONCURRENT

RESOLUTION

 

 

URGING ONLY THE PURCHASE, SALE, OFFER FOR SALE, TRADE, OR DISTRIBUTION OF HUMANELY PRODUCED FOIE GRAS.

 

 

 


     WHEREAS, the general public is becoming increasingly concerned with the methods in which food is produced and animals are kept; and

 

     WHEREAS, animals are increasingly being raised in confined animal feeding operations, or "factory farms", in which efficiency and profit maximization take priority over animal welfare, worker safety, and environmental protection; and

 

     WHEREAS, the production of foie gras usually combines intensive confinement and force feeding of the animals by machine, which results in an extreme form of factory farming not used by any other industry; and

 

     WHEREAS, in some instances, to produce foie gras, waterfowl are confined in small group pens or individual isolation cages and have a long metal pipe inserted into their throat two to three times per day to pump feed weighing twenty per cent of the waterfowl's healthy body weight per day into the waterfowl; and

 

     WHEREAS, this force feeding could result in extreme, unmitigated pain and suffering as well as crippling injuries to the waterfowl, including respiratory distress, locomotive immobility, and a mortality rate that is twenty to thirty per cent higher than waterfowl at ordinary commercial farms; and

 

     WHEREAS, there are humane alternatives to customary foie gras production that use stress-free, non-invasive procedures, including incorporation of cage free housing and hand feeding of the waterfowl, or production of foie gras that coincides with winter migrations when the waterfowl's liver is naturally fattened through increased foraging by the waterfowl; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Legislature strongly urges any person or entity who purchases, sells, offers for sale, trades, or distributes foie gras in the State to only purchase, sell, offer for sale, trade, or distribute humanely produced foie gras; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Health, who in turn is requested to transmit copies to those engaged in the commercial use, production, or sale of foie gras in the State.
