STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

 

 

requesting the ESTABLISHMENT OF a long-term, risk-based strategy and implementation plan to mitigate the potential harm from coastal hazards in urban honolulu.

 

 

     WHEREAS, climate change may bring drought, sea level rise, coastal erosion, flooding, coastal storms, a rise in temperature, ocean acidification, and other devastating impacts to the State; and

 

     WHEREAS, global projections point to a sea level rise of one meter or higher by the end of the century; and

 

     WHEREAS, in response to the global sea rise projection and the recent hurricane-related devastation in the the Gulf region and the Eastern seaboard of the United States, a 2014 University of Hawaii Sea Grant College Program study assessed the risk and vulnerability of urban Honolulu to sea level rise and other coastal hazards; and

 

     WHEREAS, urban Honolulu is an area that is heavily populated and generates over $43,000,000,000 in economic activity annually; and

 

     WHEREAS, sea level rise will significantly increase the impacts of coastal hazards in urban Honolulu, including a pronounced increase in the extent and depth of inundation along the coast; and

 

     WHEREAS, 80 percent of the area's economy, almost half of the population, and a significant portion of the infrastructure and land are at risk of inundation; and

 

     WHEREAS, it is evident that there is a need to develop long-term, risk-based strategies for hazard mitigation to reduce potential harm in urban Honolulu; and

 

     WHEREAS, while the 2014 University of Hawaii Sea Grant College Program study is not a hazard mitigation plan, the data and results of the study are beneficial and can serve as a guide for establishing an adaption and hazard mitigation plan for urban Honolulu; and

 

     WHEREAS, coastal hazards in urban Honolulu are unavoidable, however, the adverse impacts may be reduced through proper planning; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the House of Representatives concurring, that the Hawaii Coastal Zone Management Program, Hawaii Emergency Management Agency, and Department of Emergency Management of the City and County of Honolulu are requested to establish a long-term, risk-based strategy and implementation plan to mitigate the potential harm from coastal hazards in urban Honolulu; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Program Manager of the Hawaii Coastal Zone Management Program, Director of the Hawaii Emergency Management Agency, and Director of the Department of Emergency Management of the City and County of Honolulu.
