THE SENATE

S.C.R. NO.

4

TWENTY-EIGHTH LEGISLATURE, 2016

STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

requesting the University of Hawaii to develop a real property management curriculum.

WHEREAS, the rate of homeownership in Hawaii between 2009 and 2013 was about fifty-seven percent, while the national homeownership rate during the same period was almost sixty-five percent; and

WHEREAS, about thirty-eight percent of housing units in Hawaii were in multi-unit structures between 2009 and 2013, while twenty-six percent of housing units throughout the United States were in multi-unit structures during the same period; and

WHEREAS, demand for housing between 2015 and 2025 is projected to increase by approximately 65,000 units, with much of that demand likely to be met by rental and multi-unit property; and

WHEREAS, as rental and multi-unit properties are anticipated to increase in number to meet demand, a workforce that is well trained in real property management and knowledgeable about best practices in the industry will support the community of tenants  and owners of rental and multi-unit properties; and

WHEREAS, the University of Hawaii does not currently offer a real property management curriculum, yet the State's higher education system can play a critical role in developing a real property management workforce; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the University of Hawaii is requested to develop a real property management curriculum; and

BE IT FURTHER RESOLVED that the real property management curriculum should provide information regarding the practical and legal aspects of real property management; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the University of Hawaii Board of Regents, the President of the University of Hawaii System, and the Director of the Department of Commerce and Consumer Affairs.
