SENATE CONCURRENT
RESOLUTION
Requesting the auditor to CONDUCT AN OPERATIONAL AUDIT TO assess the EFFICIENCY AND effectiveness of the university of Hawaii's operations.
WHEREAS, an educational institution is classified as public if it is controlled and managed directly by a public education authority or agency, or if it is directly controlled and managed by a government agency, or by a governing body, most of whose members are appointed or elected by public franchise; and
WHEREAS, the University of Hawaii is largely publicly funded; and
WHEREAS, there have been occasions where the University of Hawaii has not executed contracts efficiently, resulting in fiscal woes that have hurt students and faculty, and causing unnecessary expenditures; and
WHEREAS, an operational audit of the University of Hawaii System may find problems that may not otherwise be found, which will allow executives to evaluate risks for the future; and
WHEREAS, the Hawaii Senate created the Special Committee on Accountability in 2012 to investigate the oversight, accountability, and transparency of the operational and financial management of the University of Hawaii System, including but not limited to the University of Hawaii at Manoa Athletic Department; and
WHEREAS, an operational audit is a future-oriented, systematic, and independent evaluation of an organization's activities where the auditor thoroughly examines the organization's efficiency and effectiveness in achieving its objectives; and
WHEREAS, in 2015, Report No. 15-07, Audit of the Research Corporation of the University of Hawaii: RCUH's Weak Plans Limit Role, Reduce Accountability for Hiring and Procurement Exemptions, noted two major problems in the University's operations:
(1) A conservative and complacent business approach relegated the Research Corporation of the University of Hawaii's role to a university service bureau; and
(2) Improved oversight of projects was needed to ensure the integrity of the Research Corporation of the University of Hawaii's services and to improve the accountability in the corporation's procurement process; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Auditor is requested to conduct an operational audit on the University of Hawaii to examine the efficiency and effectiveness of its operations and determine whether the University is achieving its mission; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit findings and recommendations to the Legislature, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2017; and
BE IT FURTHER RESOLVED that the Board of Regents and President of the University of Hawaii are requested to cooperate with the Auditor; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, Chairperson of the Board of Regents, and President of the University of Hawaii.
