SENATE CONCURRENT
RESOLUTION
REQUESTING THE ESTABLISHMENT OF AN ALI‘I MEMORIAL ART ADVISORY TASK FORCE.
WHEREAS, Queen Lili‘uokalani was the last monarch of the Hawaiian Kingdom; and
WHEREAS, the Spirit of Lili‘uokalani statue depicting Queen Lili‘uokalani is located behind the Capitol building and faces away from ‘Iolani Palace, where she reigned over the Hawaiian Kingdom until she was deposed; and
WHEREAS, a depiction of Queen Lili‘uokalani should be placed in a royal setting fitting of an ali‘i of the Hawaiian Kingdom, which best portrays the leadership and courage Queen Lili‘uokalani epitomized as Hawai‘i's last reigning monarch; and
WHEREAS, each of the ali‘i of the Hawaiian Kingdom should be memorialized; and
WHEREAS, in order to properly depict the Hawaiian ali‘i, the portrayals should follow Hawaiian tradition with the Hawaiian chiefs and rulers attended by kahili and pulo‘ulo‘u; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Hawai‘i State Foundation on Culture and the Arts is requested to establish an Ali‘i Memorial Art Advisory Task Force; and
BE IT FURTHER RESOLVED that the task force is requested to comprise the following:
(1) The Comptroller, or the Comptroller's designee;
(2) The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee;
(3) The Chairperson of the Hawai‘i State Foundation on Culture and the Arts, or the Chairperson's designee;
(4) The Administrator of the Office of Hawaiian Affairs, or the Administrator's designee;
(5) A member of the Senate, to be designated by the President of the Senate;
(6) A member of the House of Representatives, to be designated by the Speaker of the House of Representatives; and
(7) One representative or the respective representative's designee, appointed jointly by the Speaker of the House of Representatives and the President of the Senate, from each of of the following organizations: Hui Hanai representing the Queen Lili‘uokalani Trust, Royal Order of Kamehameha I, Heirs of Queen Lili‘uokalani and Prince Consort John Owen Dominis, Washington Place Foundation, Aha Hui ‘O Lili‘uokalani Hawaiian Civic Club, Prince Kuhio Hawaiian Civic Club, Pearl Harbor Hawaiian Civic Club, Association of Hawaiian Civic Clubs, The Friends of ‘Iolani Palace, and Mauna‘ala; and
BE IT FURTHER RESOLVED that the task force elect a chair from among its members and adopt rules and procedures as needed; and
BE IT FURTHER RESOLVED that the Hawai‘i State Foundation on Culture and the Arts administer and provide technical oversight of the task force; and
BE IT FURTHER RESOLVED that the task force hold an initial meeting no later than November 1, 2016; and
BE IT FURTHER RESOLVED that the task force is requested to discuss the following:
(1) Placement of the Spirit of Lili‘uokalani statue to best exemplify her majesty; and
(2) Commissioning permanent works of art commemorating King Kamehameha I, King Kamehameha II (Liholiho), King Kamehameha III (Kauikeaouli), King Kamehameha IV (Alexander Liholiho), King Kamehameha V (Lot Kapuaiwa), King Lunalilo, King Kalakaua, and Queen Lili‘uokalani with their likeness and descriptions and including kahili and pulo‘ulo‘u as symbols of rank and appropriate lighting for security and enhancement of the art; and
BE IT FURTHER RESOLVED that the task force is requested to submit a report of its findings and recommendations, including a design, necessary appropriation amount, and proposed site for the relocation and repositioning of the Spirit of Lili‘uokalani statue, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018; and
BE IT FURTHER RESOLVED that the task force be dissolved on June 30, 2018; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller, Chairperson of the Board of Land and Natural Resources, Chairperson of the Hawai‘i State Foundation on Culture and the Arts, Chairperson of the Board of Trustees of the Office of Hawaiian Affairs, President of the Senate, Speaker of the House of Representatives, Hui Hanai representing the Queen Lili‘uokalani Trust, Royal Order of Kamehameha I, Heirs of Queen Lili‘uokalani and Prince Consort John Owen Dominis, Washington Place Foundation, Aha Hui ‘O Lili‘uokalani Hawaiian Civic Club, Prince Kuhio Hawaiian Civic Club, Pearl Harbor Hawaiian Civic Club, Association of Hawaiian Civic Clubs, The Friends of ‘Iolani Palace, and Mauna‘ala.
