SENATE RESOLUTION

 

 

Urging the division of boating and ocean recreation and the division of conservation and resources enforcement of the department on land and natural resources to implement and conduct quarterly community meetings.

 

 


     WHEREAS, the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources (DOBOR) and Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources are responsible for maintaining and safeguarding state boating facilities and enforcing certain laws and rules at state boating facilities; and

 

     WHEREAS, Kailua Pier, located in Kailua-Kona, on the island of Hawaii, is state owned and is a popular place for boat launching and docking; and

 

     WHEREAS, Kailua Pier caters to over eighty cruise ships ferrying more than one hundred fifty thousand passengers each year; and

 

     WHEREAS, there are an estimated forty permitted events that take place at Kailua Pier each year; and

 

     WHEREAS, Kailua Pier is open to the public for recreational use and is a well-liked place for swimmers, snorkelers, fishers, and surfers; and

 

     WHEREAS, Kailua Pier is a hub of ocean activity and can get heavily congested with people, vehicles, and boats; and

 

     WHEREAS, in the past, DOBOR provided canoe clubs with keys that allowed them vehicular access to Kailua Pier (keyholders); and

 

     WHEREAS, DOBOR received complaints from the community about keyholders abusing their vehicular access privileges; and

 

     WHEREAS, due to the complaints and abuse of privileges, DOBOR has since reduced the number of access keys to be issued to keyholders; and

 

     WHEREAS, DOBOR has found reducing the number of access keys issued to keyholders necessary to manage access to Kailua Pier; and

 

     WHEREAS, it is essential for DOBOR and keyholders to communicate about access in order to clear up misunderstandings, avoid future complaints and abuses, and ensure that commercial and recreational needs are met; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the Division of Boating and Ocean Recreation and Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources are urged to implement and conduct quarterly community meetings for all interested people to express their concerns regarding access to Kailua Pier; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Administrator of the Division of Boating and Ocean Recreation, and Enforcement Chief of the Division of Conservation and Resources Enforcement.
