THE SENATE

S.R. NO.

133

TWENTY-EIGHTH LEGISLATURE, 2015

S.D. 1

STATE OF HAWAII

SENATE RESOLUTION

ENCOURAGING THE UNIVERSITY OF HAWAII SYSTEM AND THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO DEVELOP A PLAN TO MOVE THE ADMINISTRATIVE OFFICES OF THE UNIVERSITY OF HAWAII SYSTEM FROM THE UNIVERSITY OF HAWAII AT MANOA CAMPUS TO OTHER STATE-OWNED BUILDINGS.

WHEREAS, over the past one hundred years, the University of Hawaii has developed into a prominent, world-renowned educational institution famed for its aloha, academic excellence, diverse student and faculty population, and system-wide accountability and fiscal integrity; and

WHEREAS, the University of Hawaii System currently consists of ten campuses that are located throughout the State; and

WHEREAS, these ten campuses are the University of Hawaii at Manoa, University of Hawaii at Hilo, University of Hawaii-West Oahu, Hawaii Community College, Honolulu Community College, Kapiolani Community College, Kauai Community College, Leeward Community College, Maui Community College, and Windward Community College; and

WHEREAS, each of these campuses offer equally unique benefits and advantages to their campus-based programs, departments, and offices; and

WHEREAS, the University of Hawaii System was established to provide services on all ten campuses; and

WHEREAS, the University of Hawaii System was established to also represent and administer to the interests and needs of all ten campuses; and

WHEREAS, the housing of administrative offices on academic campuses impacts instruction and research space available on the campus; and

WHEREAS, exploratory research conducted by the University of Hawaii System in cooperation with the Department of Accounting and General Services would provide a contemporary and relevant examination of options in the area of space management at the University of Hawaii at Manoa; and

WHEREAS, the University of Hawaii System is funded through general fund appropriations, has no funds to lease private space, and would require housing in an appropriate state facility; and

WHEREAS, diversifying the representation of University of Hawaii System administrative offices on multiple campuses would demonstrate the ten campuses as equally and substantially represented by the University of Hawaii System; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the University of Hawaii System, in coordination with the Department of Accounting and General Services, is encouraged to develop a plan to move the administrative offices of the University of Hawaii System from the University of Hawaii at Manoa campus to other state-owned buildings; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Comptroller, Chairperson of the University of Hawaii Board of Regents, President of the University of Hawaii System, and Chancellor of the University of Hawaii at Manoa.
