SENATE RESOLUTION
urging the department of natural resources to work with the department of customer services OF THE CITY AND COUNTY OF HONOLULU to appropriately manage feral cat concerns.
WHEREAS, the feral cat population has become overwhelming to the general public and costs valuable county and state resources to address; and
WHEREAS, due to mating habits and frequent breeding seasons, the feral cat crisis has become a statewide crisis; and
WHEREAS, trap and neuter programs are the only effective and efficient management strategy to mitigate and manage the cat population during breeding season and year round; and
WHEREAS, the cat community has organized efforts to assist with mitigation methods including coordinating trap and neuter clinics, providing medical care, and working with doctors and clinics to manage negative effects caused by the feral cat population; and
WHEREAS, when trained as emotional support animals, cats can have significant medical value by providing support, companionship, and comfort to persons with a disability; and
WHEREAS, it is the responsibility of the State and City and County of Honolulu to provide resources to its residents to manage cats and cooperate with the cat community, businesses, doctors, and clinics; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Land and Natural Resources is urged to work with the Department of Customer Services of the City and County of Honolulu to appropriately manage the feral cat concern while raising awareness about trap and neuter programs; and
BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to disseminate educational information about feral cats, medical care, and resources to the community; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, Director of the Department of Customer Services of the City and County of Honolulu, Mayor of the City and County of Honolulu, and Chairperson of the Honolulu City Council.
