SENATE RESOLUTION

 

 

URGING THE CITY AND COUNTY OF HONOLULU TO ESTABLISH A UNIVERSITY ZONING DISTRICT for HONOLULU COMMUNITY COLLEGE.

 

 


     WHEREAS, the City and County of Honolulu's current zoning districts do not provide an applicable designation appropriate for the zoning of parcels containing university and college campuses; and

 

     WHEREAS, university and college campuses generally include a variety of other uses, in addition to learning and research programs and facilities, that enhance the overall educational experience; and

 

     WHEREAS, university and college campuses should be treated differently from other zoning districts; and

 

     WHEREAS, university and college campuses are valuable educational and research resources to the State; and

 

     WHEREAS, establishing a university zoning district would allow for greater flexibility in creating a mixture of uses that are intended to enhance the campus environment and accommodate the university or college's academic and spatial needs; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Honolulu City Council, in consultation with the City and County of Honolulu Department of Planning and Permitting, is urged to establish a university zoning district for Honolulu Community College; and

 

     BE IT FURTHER RESOLVED that the university zoning district should apply to areas of land that are utilized for campus-related activities and to areas for possible expansion of Honolulu Community College; and

 

     BE IT FURTHER RESOLVED that the Honolulu City Council, in consultation with the City and County of Honolulu Department of Planning and Permitting, is requested to:

 

     (1)  Establish standards governing the development, construction, and use of specific buildings and structures located on Honolulu Community College for purposes pertaining to the overall enhancement of the campus community and academic achievement;

 

     (2)  Control the organization and design of use and structures on Honolulu Community College to ensure that the development will not detract from the natural environmental features and attributes of the surrounding area;

 

     (3)  Establish the level of minimum services necessary to supplement the campus community; and

 

     (4)  Maintain the character of the campus communities within the university zoning district of Honolulu Community College, including communities and neighborhoods adjacent to the university zoning district; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chair of the Honolulu City Council, Acting Director of the City and County of Honolulu Department of Planning and Permitting, President of the University of Hawaii System, and Chancellor of Honolulu Community College.
