SENATE RESOLUTION
endorsing and adopting, AND urging THE SEVERAL COUNTIES TO endorse and USE, THE UNITED NATIONS seventeen SUSTAINABLE DEVELOPMENT GOALS AS COMPONENTS OF A FRAMEWORK FOR ADDRESSING AND ASSESSING HAWAII'S EFFORTS TOWARD SOCIAL JUSTICE AND SUSTAINABILITY.
WHEREAS, in September 2015, the United Nations General Assembly adopted the historic 2030 Development Agenda, Transforming our world: the 2030 Agenda for Sustainable Development, a comprehensive, creative, and courageous plan of action to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity; and
WHEREAS, the 2030 Development Agenda includes seventeen sustainable development goals and one hundred sixty-nine associated targets; and
WHEREAS, the seventeen sustainable development goals are a set of universal goals produced to meet the most urgent environmental, political, and economic challenges of the world, and build upon and replace the millennium development goals, which started a global effort in 2000 to tackle the indignity of poverty; and
WHEREAS, the seventeen sustainable development goals are of an unprecedented scope and significance based on intensive public participation and multi-country consultations over two years; and
WHEREAS, global sustainable development cannot be realized without peaceful, just, and inclusive societies that respect human rights and the rule of law, and
WHEREAS, the seventeen sustainable development goals promote a transformative human rights-based development agenda that pledges no one will be left behind; and
WHEREAS, the seventeen sustainable development goals are:
(1) No poverty;
(2) Zero hunger;
(3) Good health and well-being;
(4) Quality education;
(5) Gender equality;
(6) Clean water and sanitation;
(7) Affordable and clean energy;
(8) Decent work and economic growth;
(9) Industry, innovation, and infrastructure;
(10) Reduced inequalities;
(11) Sustainable cities and communities;
(12) Responsible consumption and production;
(13) Climate action;
(14) Life below water;
(15) Life on land;
(16) Peace, justice, and strong institutions; and
(17) Partnerships for the goals; and
WHEREAS, the seventeen sustainable development goals provide an agenda for grassroots and global action, and individuals, communities, and states must generate the political will necessary to achieve the goals; and
WHEREAS, the world today has transformative social tools and technology to achieve the sustainable development goals, and success will be based on broad participation by communities across the globe; and
WHEREAS, Hawaii is already involved in the campaign to protect the planet and end poverty, and in December 2015, the United Nations Framework Convention on Climate Change Conference included the premiere of a short video production created by Hawaii youth about the seventeen sustainable development goals; and
WHEREAS, in Hawaii, college and community dialogues have included discussions on the seventeen sustainable development goals, and these conversations will continue to generate genuine insight into how the goals are being realized in the Hawaiian islands; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Legislature engages, endorses, accepts, and adopts the United Nations seventeen sustainable development goals as components of a framework for addressing and assessing Hawaii's efforts toward social justice and sustainability; and
BE IT FURTHER RESOLVED that the Legislature urges the county councils to endorse and use the United Nations seventeen sustainable development goals as measurements for each county's efforts regarding people, peace, and the planet; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, Majority Leader of the United States Senate, Speaker of the United States House of Representatives, Secretary-General of the United Nations, Executive Secretary of the United Nations Framework Convention on Climate Change, United Nations High Commissioner for Human Rights, Governor of the State of Hawaii, each mayor of the several counties, each chairperson of the several county councils, Attorney General, Chairperson of the Board of Education, Superintendent of Education, Director of
Health, Director of Human Services, Director of Public Safety, Chairperson of the Board of Regents of the University of Hawaii System, and President of the University of Hawaii System.
