SENATE RESOLUTION
REQUESTING THE COMMERCIAL REFUSE COLLECTION COMPANIES IN URBAN HONOLULU TO CONVENE A TASK FORCE TO CONSIDER NOISE MITIGATION SOLUTIONS TO EARLY MORNING TRASH COLLECTION.
WHEREAS, early morning noise pollution
continues to be a persistent issue in the Waikiki and Kakaako-Ala Moana
neighborhoods; and
WHEREAS, government representatives from
State Senate District Twelve, State House District Twenty-Two, and City and
County of Honolulu District Four have requested meetings with the three private
refuse collection companies in urban Honolulu:
Honolulu Disposal Service, West Oahu Aggregate, and Aloha Waste of
Honolulu; and
WHEREAS, the three refuse collection
companies have discussed the challenges in changing collection pickup times;
and
WHEREAS, the trash collection companies
have been trying various strategies to address the concerns of residents; and
WHEREAS, there are technological and
procedural solutions that would be best derived through a collaborative effort
amongst the refuse collection companies and various agencies; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first
Legislature of the State of Hawaii, Regular Session of 2021, that the Department
of Health is requested to convene a task force to consider noise mitigation
solutions to early morning trash collection; and
BE IT FURTHER RESOLVED that the task force
include the following members:
(1) The Director of Health, or the Director's designee who shall serve as the chairperson of the task force;
(2) The General Manager or Operations Manager of Honolulu Disposal Service, or General Manager's designee;
(3) The General Manager or Operations Manager of West Oahu Aggregate, or General Manager's designee;
(4) The General Manager or Operations Manager of Aloha Waste of Honolulu, or General Manager's designee;
(5) The Director of the City and County of Honolulu's Department of Environmental Services Refuse Division, or Director's designee;
(6) One member of the Hawaii State Senate and one member of the Hawaii State House of Representatives;
(7) The Chairperson of the Waikiki Neighborhood Board, or Chairperson's designee; and
(8) The Chairperson of the Kakaako-Ala Moana Neighborhood Board, or Chairperson's designee; and
BE IT FURTHER RESOLVED that the task force
may invite additional experts or organizations to participate in the task
force; and
BE IT FURTHER RESOLVED that the task force
is requested to submit a report of its findings and recommendations, including
any proposed legislation, to the Legislature no later than twenty days prior to
the convening of the Regular Session of 2022; and
BE IT FURTHER RESOLVED that certified
copies of this Resolution be transmitted to the Department of Health's Indoor
and Radiological Health Branch Program Manager, Director of the Department of
Environmental Services for the City and County of Honolulu, Chairperson of the
Waikiki Neighborhood Board, Chairperson of the Kakaako-Ala Moana Neighborhood
Board, General Manager of Honolulu Disposal Service, General Manager of West
Oahu Aggregate, and General Manager of Aloha Waste of Honolulu.
