SENATE RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF EDUCATION TO appoint AN ENERGY cZAR to BUILD AN ENERGY ROADMAP FOR THE FUTURE AND CREATe AN ALIGNMENT across SHAREHOLDER GROUPS TO ACHIEVE the department's energy GOALS AS EXPEDITIOUSLY AS POSSIBLE.

 

 

     WHEREAS, Hawaii has a very complex and aggressive energy plan; and

 

     WHEREAS, as a large consumer of energy in the State, the Department of Education has a critical role to play in the State's energy plan; and

 

     WHEREAS, the Department of Education needs to appoint an energy czar to ensure that it meets its responsibilities to faculty, staff, students, parents, and the general public, most particularly in installing air conditioning in schools; and

 

     WHEREAS, the energy czar must have demonstrated experience and skill in managing diversified energy projects and balancing the relative risks of various alternate energy sources; and

 

     WHEREAS, the essential functions and qualifications of the energy czar includes:

 

     (1)  Energy policy and planning experience in energy development;

 

     (2)  Electric utility regulatory experience on state and federal levels, including restructuring of energy markets particularly relating to the restricting of the energy services markets;

 

     (3)  An understanding of utility rate design principles;

 

     (4)  The ability to work with local utilities to achieve the most appropriate and best rate for each school facility;

 

     (5)  Energy systems project development experience for government agencies, including energy efficient deployments and the assessment of energy innovations as tools to manage energy bills and meet educational and environmental goals;

 

     (6)  Energy auditing skills in order to help prioritize investments;

 

     (7)  Professional energy management experience to monitor the Department of Education's energy usage in order to develop and implement practices and procedures designed to reduce energy consumption and improve efficiency of energy usage;

 

     (8)  The ability to rapidly integrate properly sized and diverse renewable energy resources while working with local utilities;

 

     (9)  The ability to research alternative and renewable energy technologies and determine their feasibility and cost-effectiveness; and

 

    (10)  Outreach to act as liaison between the Department of Education and the public on energy issues, including attendance at meetings, giving presentations, working with the Department's committees, fielding phone calls from the public, working closely with community stakeholders, testifying before legislative committees and the Board of Education for the purpose of securing funding for projects; and

 

     WHEREAS, the ideal candidate for the energy czar should possess:

 

     (1)  A current certification as a Certified Energy Manager (CEM) or Certified Energy Procurement Professional (CEP);

 

     (2)  A Bachelor of Science or Master of Science Degree in a related field such as engineering, environmental studies, planning, or business;

 

     (3)  Ten to fifteen years of progressive planning and consulting experience that includes prior project management experience with energy-related and facility-based projects focused on holistic approach that considers technical, economic, market, and cultural factors;

 

     (4)  An ability to assess and develop policy and legislative proposals that benefit the Department of Education;

 

     (5)  A demonstrated ability to successfully complete projects working with groups that have diverse opinions;

 

     (6)  Experience working with environmental rules, energy regulations, and permitting processes;

 

     (7)  Excellent communication skills and the ability to develop communication plans for energy so that the community understands the Department of Education's energy roadmap;

 

     (8)  Demonstrated experience in energy procurement processes, including designing effective contracts and managing performance contracts;

 

     (9)  Demonstrated skills that set baseline energy usage and verify savings on energy projects;

 

    (10)  Demonstrated effective collaboration with utility companies; and

 

    (11)  An understanding of energy and energy related programs and technologies in order to successfully explain them to others; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, that the Department of Education is requested to appoint an energy czar to build an energy roadmap for the future and create an alignment across shareholder groups to achieve the Department's energy goals as expeditiously as possible; and

 

     BE IT FURTHER RESOLVED that the ideal candidate for the energy czar should possess the qualifications enumerated herein; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
