SENATE RESOLUTION
REQUESTING THE HAWAII COMMUNITY FOUNDATION TO CONVENE A WORKING GROUP TO DEVELOP A PUBLIC-PRIVATE PARTNERSHIP MODEL TO PREPARE FOR HAWAII'S POST-PANDEMIC RECOVERY.
WHEREAS, the COVID‑19 pandemic has impacted Hawaii's communities and economy in unprecedented ways; and
WHEREAS, the complexity of the impact required an urgent response that engaged every sector of our community; and
WHEREAS, the response required public, private, and non‑profit organizations to work together to provide necessary assistance to address the complexity and wide range of responses needed across the State; and
WHEREAS, multi‑sector approaches during the pandemic led to significant and lasting results; and
WHEREAS, as the State shifts to post-pandemic recovery and new ways to work toward a more resilient Hawaii, recovery efforts require the dedicated and thoughtful engagement of government, private sector, and non‑profit partners who are steeped in experience and innovation; and
WHEREAS, if Hawai‘i expects to solve its most difficult problems, it must commit to collaborative and long-term engagement of multiple sectors of the community to develop strategies and macro-level models that the public and private sectors can embrace; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the Hawaii Community Foundation, in collaboration with the President of the Senate and Speaker of the House of Representatives, is requested to convene a working group of public, private, and non‑profit leaders to create a public‑private partnership model to prepare for Hawaii's post‑pandemic recovery; and
BE IT FURTHER RESOLVED that the Hawaii Community Foundation and Legislative Reference Bureau are requested to provide technical and substantive resources to assist in this effort; and
BE IT FURTHER RESOLVED that the Hawaii Community Foundation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the Regular Session of 2022; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Legislative Reference Bureau and President of the Hawaii Community Foundation.
