  1 An Act relating to approved driver education courses.
  2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 321.178, subsection 1, paragraph a,
  1  2 unnumbered paragraph 1, Code 2017, is amended to read as
  1  3 follows:
  1  4    An approved driver education course as programmed by the
  1  5 department shall consist of at least thirty clock hours of
  1  6 classroom instruction, of which no more than one hundred eighty
  1  7 minutes shall be provided to a student in a single day, nor
  1  8 more than three hundred minutes per week unless additional
  1  9 time is needed to make up a class due to a student's excused
  1 10 absence or class cancellation; and six or more clock hours of
  1 11 laboratory instruction of which at least three clock hours
  1 12 shall consist of street or highway driving.  Street or highway
  1 13 driving instruction shall be limited to not more than thirty
  1 14 minutes per student per week and no more than two students may
  1 15 be present in the vehicle during street or highway driving
  1 16 instruction. Classroom instruction shall include all of the
  1 17 following:

  1 19 The inclusion of this explanation does not constitute agreement with
  1 20 the explanation's substance by the members of the general assembly.
  1 21    This bill limits the number of minutes per week of classroom
  1 22 and street or highway driver education instruction that may be
  1 23 provided to a student per week in an approved driver education
  1 24 course.
  1 25    The bill limits classroom instruction time to no more than
  1 26 300 minutes per week unless additional time is needed to make
  1 27 up a class due to an excused absence or class cancellation, and
  1 28 limits street or highway driving instruction to not more than
  1 29 30 minutes per student per week.  The bill also provides that
  1 30 no more than two students may be present in the vehicle during
  1 31 street or highway driving instruction.
  1 32    The current approved course requirements of 30 total clock
  1 33 hours of classroom instruction and three total hours of street
  1 34 or highway driving remain unchanged.
