135.39D
Donation
of
newborn
1
umbilical
cord
blood
——
exemption
from
civil
liability.

1.
Notwithstanding
any
provision
to
the
contrary
regarding
3
blood
donation,
the
principal
prenatal
health
care
provider
4
of
a
woman
who
is
known
by
the
provider
to
be
pregnant
shall,
5
prior
to
the
thirty-fifth
week
of
the
woman’s
pregnancy,
6
provide
the
woman
with
information
regarding
options
for
7
donation
of
blood
extracted
from
the
umbilical
cord
of
the
8
newborn
to
an
accepting
and
accredited
cord
blood
bank,
blood
9
bank,
blood
center,
or
plasma
center.

2.
A
person
shall
not
be
subject
to
civil
liability
for
11
failure
to
comply
with
this
section.

EXPLANATION
13
This
bill
relates
to
donation
of
newborn
umbilical
cord
14
blood.
The
bill
directs
the
principal
prenatal
health
care
15
provider
of
a
woman
known
by
the
provider
to
be
pregnant,
to
16
provide
the
woman,
prior
to
the
35th
week
of
the
pregnancy,
17
with
information
regarding
the
options
for
donation
of
18
umbilical
cord
blood
to
an
accepting
and
accredited
cord
blood
19
bank,
blood
bank,
blood
center,
or
plasma
center.
The
bill
20
provides
an
exemption
from
civil
liability
for
failure
to
21
comply
with
the
bill.
