H.F. 196 Section 1. NEW SECTION . 279.2A Public comment —— regular 1 meetings and special meetings. 2 The board of directors of each school district shall provide 3 at least thirty minutes during each regular meeting and special 4 meeting to receive public comment. The board of directors 5 of a school district shall allow each interested member of 6 the public to speak during the public comment period, but may 7 impose a time limit on the amount of time a member of the public 8 is allowed to speak if the time limit is the same for each 9 speaker and necessary due to the amount of people wishing to 10 speak. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill requires regular meetings and special meetings of 15 the boards of directors of school districts to include at least 16 30 minutes to receive public comment. The bill provides that 17 the board shall allow each interested member of the public to 18 speak during the public comment period, but may impose a time 19 limit on the amount of time a member of the public is allowed 20 to speak if the time limit is the same for each speaker and 21 necessary due to the amount of people wishing to speak. 22 -1- LSB 1800YH (2) 90 jda/jh 1/ 1
