human
services
shall
submit
a
waiver

amendment
request
to
the
centers
for
Medicare
and
Medicaid

services
of
the
United
States
department
of
health
and
human

services
for
approval
to
incorporate
into
the
state’s
home

and
community-based
services
1915(c)
waivers,
on
an
ongoing
8
basis,
the
flexibilities
applicable
under
Appendix
K
during
9
the
COVID-19
public
health
emergency
that
allow,
to
the
10
maximum
extent
authorized
under
federal
law,
parents
and
legal
11
guardians
of
minors
to
be
paid
providers
for
the
purposes
of
12
delivering
personal
care
services
under
the
consumer
choices

option.
