amended
to
read
as
follows:

vessels
of
any
length
without
motor
or
sail,

A
county
recorder
shall
remit
to
the
commission
all
fees

collected
by
the
recorder
through
a
process
determined
by
the

department.
All
fees
collected
for
the
registration
of
vessels

shall
be
forwarded
by
the
commission
to
the
treasurer
of
the
14
state,
who
shall
place
the
money
in
the
state
fish
and
game
15
protection
fund.
The
money
so
collected
is
appropriated
to
the
16
commission
solely
for
water
trail
development
and
maintenance
17
and
the
administration
and
enforcement
of
navigation
laws
and
18
water
safety.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
registration
requirements
for
certain
23
vessels.
Under
current
law,
vessels
of
any
length
without
a
24
motor
shall
pay
to
a
county
recorder
a
registration
fee
of
$12
25
in
order
for
the
vessel
to
be
issued
an
identification
number.
26
A
vessel
may
not
be
used
on
the
waters
of
this
state
that
are
27
under
the
jurisdiction
of
the
natural
resource
commission
28
(NRC)
without
an
identification
number.
Current
law
exempts
29
conventional
design
canoes
and
kayak
type
vessels
that
are
13
30
feet
or
less
in
length
from
the
numbering
and
registration
31
requirements.

The
bill
increases
the
registration
fee
for
vessels
of
any
33
length
without
a
motor
to
$20.
Additionally,
the
bill
lowers
34
the
length
for
which
canoe
and
kayak
type
vessels
may
be
exempt

from
numbering
and
registration
requirements
to
10
feet
or
1
less.

A
person
who
uses
a
canoe
or
kayak
type
vessel
more
than
3
10
feet
in
length
on
waters
under
NRC’s
jurisdiction
without
4
registering
the
vessel
as
required
by
the
bill
shall
be
5
punished
by
a
scheduled
fine
of
$30.

Under
current
law,
fees
collected
for
the
registration
of
7
vessels
are
forwarded
by
NRC
to
the
treasurer
of
state
for
8
deposit
in
the
state
fish
and
game
protection
fund.
Such
9
moneys
are
appropriated
to
NRC
solely
for
the
administration
10
and
enforcement
of
navigation
laws
and
water
safety.
The
bill
11
authorizes
the
moneys
to
also
be
appropriated
for
water
trail
12
development
and
maintenance.
