  1  1    Section 1.  ASSET, INCOME, AND IDENTITY VERIFICATION SYSTEM
  1  2 == PUBLIC ASSISTANCE.  The department of human services shall
  1  3 issue a request for proposals to contract with a third=party
  1  4 vendor to establish an electronic asset, income, and identity
  1  5 eligibility verification system for the purposes of initial
  1  6 eligibility and redetermination of eligibility of an individual
  1  7 who is an applicant for or recipient of benefits under the
  1  8 medical assistance program other than an individual who is
  1  9 aged, blind, or disabled, the family investment program, or the
  1 10 food assistance program.  The third=party vendor selected shall
  1 11 be able to demonstrate in writing its current relationships
  1 12 or contracts with financial institutions in the state and
  1 13 nationally.  Participation by financial institutions in
  1 14 providing account balances for asset verification shall remain
  1 15 voluntary.  The department shall utilize existing information
  1 16 technology resources of state and local government, where
  1 17 practicable.
  1 18    Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 19 immediate importance, takes effect upon enactment.
  1 20                           EXPLANATION
  1 21 The inclusion of this explanation does not constitute agreement with
  1 22 the explanation's substance by the members of the general assembly.
  1 23    The bill directs the department of human services to issue a
  1 24 request for proposals to contract with a third=party vendor to
  1 25 establish an electronic asset, income, and identity eligibility
  1 26 verification system for the purposes of initial eligibility
  1 27 and redetermination of eligibility of an individual who is
  1 28 an applicant for or recipient of benefits under the medical
  1 29 assistance program other than an individual who is aged,
  1 30 blind, or disabled, the family investment program, or the food
  1 31 assistance program.  The bill also directs the department to
  1 32 utilize existing information technology resources of state and
  1 33 local government, where practicable.
  1 34    The bill takes effect upon enactment.
