29C.17,
subsection
2,

2024,
is
amended
to
read
as
follows:

purposes
consistent
with
this
chapter
,
the
local

emergency
management
agency’s
approved
budget
shall
be

funded
by
one
or
any
combination
of
the
following
options,

as
determined
by
the
commission
,
except
as
provided
in
this
6
subsection
:

is
amended
to
read
as
follows:

a.
A
countywide
special
levy
pursuant
to
section
331.424,

subsection
1
,
which
must
be
approved
by
the
board
of

supervisors
.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
local
emergency
13
management
agency
budgets
for
fiscal
years
beginning
on
or
14
after
July
1,
2025.

EXPLANATION
16
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
budgets
of
local
emergency
management
19
agencies.

Code
section
29C.17(2)
specifies
the
methods
and
sources
for
21
funding
a
local
emergency
management
agency
and
provides
that
22
such
methods
and
sources
are
determined
by
the
local
emergency
23
management
commission.
The
bill
specifies
an
exception
to
the
24
commission’s
authority
by
providing
that
if
the
funding
source
25
is
a
countywide
special
levy,
such
levy
must
be
approved
by
the
26
board
of
supervisors.
27
The
bill
applies
to
local
emergency
management
agency
28
budgets
for
fiscal
years
beginning
on
or
after
July
1,
2025.
