Section
1.
Section
257.11,
subsection
5,
paragraph
d,
Code
1
2024,
is
amended
to
read
as
follows:
2
d.
Supplementary
weighting
pursuant
to
this
subsection
3
shall
be
available
to
a
school
district
during
the
period
4
commencing
with
the
budget
year
beginning
July
1,
2014,
through
5
the
budget
year
beginning
July
1,
2034.
The
maximum
amount
6
of
additional
weighting
for
which
a
school
district
shall
be
7
eligible
in
a
budget
year
,
excluding
additional
weighting
for
8
sharing
operational
functions
of
a
school
resource
officer,
9
is
twenty-one
additional
pupils.
Criteria
for
determining
10
the
qualification
of
operational
functions
for
supplementary
11
weighting
shall
be
determined
by
the
department
by
rule,
12
through
consideration
of
increased
student
opportunities.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budget
14
years
beginning
on
or
after
July
1,
2025,
subject
to
the
school
15
budget
year
limitations
of
section
257.11,
subsection
5.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Pursuant
to
Code
section
257.11,
in
order
to
provide
20
additional
funding
to
increase
student
opportunities
21
and
redirect
resources
to
student
programming
that
share
22
operational
functions,
a
school
district
or
area
education
23
agency
that
shares
with
another
political
subdivision
24
one
or
more
specified
operational
functions
is
assigned
a
25
supplementary
weighting
for
each
shared
operational
function.
26
The
maximum
additional
weighting
that
a
school
district
may
27
receive
in
one
year
is
21
additional
pupils.
28
This
bill
excludes
the
shared
operations
of
a
school
29
resource
officer
from
the
calculation
of
maximum
additional
30
weighting
that
a
school
district
may
receive
in
one
year.
31
Under
current
law,
the
additional
weighting
for
sharing
a
32
school
resource
officer
is
two
pupils.
33
The
bill
applies
to
school
budget
years
beginning
on
or
34
after
July
1,
2025,
subject
to
the
limitation
of
Code
section
