  1  1    Section 1.  NEW SECTION.  279.70  Instructional materials
  1  2 inspection.
  1  3    The board of directors of a school district shall, upon
  1  4 request by the parent or guardian of a student enrolled in the
  1  5 school district, make available for inspection by the parent
  1  6 or guardian the instructional materials used in the student's
  1  7 classroom.  If the instructional materials are available
  1  8 digitally, the school district shall provide the parent or
  1  9 guardian with instructions necessary to access the materials
  1 10 and shall make a computer available to the parent or guardian
  1 11 for purposes of inspecting the materials during regular school
  1 12 hours.
  1 13    Sec. 2.  STATE MANDATE FUNDING SPECIFIED.  In accordance
  1 14 with section 25B.2, subsection 3, the state cost of requiring
  1 15 compliance with any state mandate included in this Act shall
  1 16 be paid by a school district from state school foundation aid
  1 17 received by the school district under section 257.16.  This
  1 18 specification of the payment of the state cost shall be deemed
  1 19 to meet all of the state funding=related requirements of
  1 20 section 25B.2, subsection 3, and no additional state funding
  1 21 shall be necessary for the full implementation of this Act
  1 22 by and enforcement of this Act against all affected school
  1 23 districts.
  1 24    Sec. 3.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 25 immediate importance, takes effect upon enactment.
  1 26                           EXPLANATION
  1 27 The inclusion of this explanation does not constitute agreement with
  1 28 the explanation's substance by the members of the general assembly.
  1 29    This bill requires a school district, upon request of
  1 30 the parent or guardian of a student enrolled in the school
  1 31 district, to make available for inspection by the parent or
  1 32 guardian the instructional materials used in the student's
  1 33 classroom.  If the materials are available digitally, the
  1 34 school district must provide the parent or guardian with
  1 35 instructions necessary to access the materials and make a
  2  1 computer available to the parent or guardian for purposes of
  2  2 inspecting the materials during regular school hours.
  2  3    The bill may include a state mandate as defined in Code
  2  4 section 25B.3.  The bill requires that the state cost of
  2  5 any state mandate included in the bill be paid by a school
  2  6 district from state school foundation aid received by the
  2  7 school district under Code section 257.16.  The specification
  2  8 is deemed to constitute state compliance with any state mandate
  2  9 funding=related requirements of Code section 25B.2.  The
  2 10 inclusion of this specification is intended to reinstate the
  2 11 requirement of political subdivisions to comply with any state
  2 12 mandates included in the bill.
  2 13    The bill takes effect upon enactment.
