  1  1    Section 1.  Section 96.4, subsection 6, paragraph a, Code
  1  2 2018, is amended to read as follows:
  1  3    a.  An otherwise eligible individual shall not be denied
  1  4 benefits for any week because the individual is in training
  1  5 with the approval of the director, nor shall the individual
  1  6 be denied benefits with respect to any week in which the
  1  7 individual is in training with the approval of the director by
  1  8 reason of the application of the provision in subsection 3 of
  1  9 this section relating to availability for work, and an active
  1 10 search for work or the provision of section 96.5, subsection
  1 11 3, relating to failure to apply for or a refusal to accept
  1 12 suitable work. However, an employer's account shall not be
  1 13 charged with benefits so paid.  Eligible programs for such
  1 14 training shall include but not be limited to apprenticeship
  1 15 programs registered with the United States department of labor,
  1 16 office of apprenticeship.

  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This bill provides that eligible programs for training
  1 21 approved by the director of the department of workforce
  1 22 development for individuals claiming unemployment insurance
  1 23 benefits shall include but are not limited to apprenticeship
  1 24 programs registered with the United States department of labor,
  1 25 office of apprenticeship.
