H.F. 223 Section 1. Section 99G.39, subsection 3, Code 2023, is 1 amended to read as follows: 2 3. Two million five hundred thousand dollars in lottery 3 revenues shall be transferred each fiscal year to the veterans 4 trust fund established pursuant to section 35A.13 prior to 5 deposit of the lottery revenues in the general fund pursuant 6 to section 99G.40 . However, if the balance of the veterans 7 trust fund is fifty million dollars or more, the moneys shall 8 be appropriated to the department of revenue for distribution 9 to county directors of veteran affairs, with fifty percent 10 of the moneys to be distributed equally to each county and 11 fifty percent of the moneys to be distributed to each county 12 based upon the population of veterans in the county, so long 13 as the moneys distributed to a county do not supplant moneys 14 appropriated by that county for the county director of veteran 15 affairs. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 Under current law, $2.5 million in lottery revenues is 20 transferred every fiscal year to the veterans trust fund until 21 the veterans trust fund reaches a balance of $50 million or 22 more. After reaching $50 million, the $2.5 million that 23 would otherwise be transferred to the veterans trust fund is 24 appropriated to the department of revenue for distribution to 25 county directors of veteran affairs. 26 This bill eliminates the appropriation contingent upon the 27 veterans trust fund balance reaching $50 million or more, 28 resulting in an annual appropriation to the department of 29 revenue of $2.5 million to the fund. 30 -1- LSB 2106YH (2) 90 dg/rn 1/ 1
