is
amended
to
read
as
follows:

Two
percent
is
appropriated
annually
to
the
department
4
and,
except
for
administrative
expenses
and
excluding
the
5
amount
allocated
to
the
state
university
of
Iowa
center
for
6
health
effects
of
environmental
contamination
pursuant
to
this
7
subparagraph
division
,
is
transferred
to
the
Iowa
department
8
of
public
health
for
the
purpose
of
administering
grants
to
9
counties
and
conducting
oversight
of
county-based
programs
10
for
the
testing
of
private
rural
water
supply
wells,
private
11
rural
water
supply
well
sealing,
and
the
proper
closure
of
12
private
rural
abandoned
wells
and
cisterns.
Not
more
than
13
thirty-five
percent
of
the
moneys
transferred
is
appropriated
14
annually
for
grants
to
counties
for
the
purpose
of
conducting
15
programs
of
private
rural
water
supply
testing,
private
rural
16
water
supply
well
sealing,
the
proper
closure
of
private
rural
17
abandoned
wells
and
cisterns,
or
any
combination
thereof.
The
18
department
may
annually
allocate
an
amount
not
to
exceed
two
19
hundred
fifty
thousand
dollars
to
the
state
university
of
Iowa
20
center
for
health
effects
of
environmental
contamination
to
21
conduct,
in
coordination
with
counties,
scientific
studies
on
22
the
incidence,
prevalence,
and
significance
of
contamination
23
of
groundwater
tapped
by
private
wells
for
drinking
water
24
purposes,
the
sources
of
contamination,
and
the
actual
25
or
potential
human
health
impacts
associated
with
such
26
contamination,
and
to
make
recommendations
regarding
ways
to
27
remediate
the
sources
of
contamination.
An
amount
agreed
to
by
28
the
department
of
natural
resources
and
the
Iowa
department
of
29
public
health
shall
be
retained
by
the
department
of
natural
30
resources
for
administrative
expenses.

This
bill
relates
to
allocations
of
moneys
within
the

to
counties
water
well
program
within
the
agricultural
1
management
account
within
the
groundwater
protection
fund.

Under
current
law,
a
groundwater
protection
fund
is
created
3
in
the
state
treasury
and
moneys
in
the
fund
are
used
for
4
purposes
related
to
groundwater
monitoring
and
groundwater
5
quality
standards.
The
agricultural
management
account
6
consists
of
moneys
deposited
in
the
account
from
the
collection
7
of
fertilizer
inspection
fees,
pesticide
dealer
license
fees,
8
pesticide
registration
fees,
and
other
moneys
designated
for
9
the
purpose
of
agricultural
management.
After
an
appropriation
10
of
$9,000
to
the
Iowa
department
of
public
health,
2
percent
11
of
the
remaining
moneys
is
appropriated
to
the
department
of
12
natural
resources
and,
excluding
administrative
expenses
for
13
the
department
of
natural
resources,
transferred
to
the
Iowa
14
department
of
public
health
for
the
purpose
of
administering
15
grants
to
counties
and
conducting
oversight
of
county-based
16
programs
related
to
private
well
testing,
sealing,
and
closure.

The
bill
authorizes
the
department
of
natural
resources
18
to
allocate
up
to
$250,000
to
the
state
university
of
Iowa
19
center
for
health
effects
of
environmental
contamination
20
prior
to
transferring
the
moneys
to
the
Iowa
department
of
21
public
health.
The
moneys
allocated
shall
be
used
by
the
22
center,
in
coordination
with
counties,
to
conduct
scientific
23
studies
on
the
incidence,
prevalence,
and
significance
of
24
contamination
of
groundwater
tapped
by
private
wells
for
25
drinking
water
purposes,
the
sources
of
contamination,
and
the
26
actual
or
potential
human
health
impacts
associated
with
such
27
contamination,
and
to
make
recommendations
regarding
ways
to
28
remediate
the
sources
of
contamination.
