The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
eliminates
the
requirement
that
the
state
8
librarian
submit
a
biennial
report
to
the
governor
on
the
9
activities
of
the
department
of
administrative
services
(DAS)
10
relating
to
library
services.
As
the
eliminated
provision
11
contains
the
only
biennial
report
in
the
Code
for
the
state
12
librarian,
the
bill
also
strikes
a
corresponding
provision
13
applying
general
biennial
reporting
requirements
to
the
state
14
librarian.
15
Under
Code
section
8E.210,
DAS
is
still
obligated
to
16
prepare
an
annual
report
of
its
performance,
including
how
it
17
has
reallocated
resources
in
the
previous
fiscal
year,
for
18
submission
to
the
department
of
management.
