  1  1    Section 1.  Section 321.254, Code 2016, is amended to read
  1  2 as follows:
  1  3    321.254  Local authorities restricted.
  1  4    No local authority shall place or maintain any
  1  5 traffic=control device or any automated traffic law enforcement
  1  6 system upon any highway under the jurisdiction of the
  1  7 department except by the latter's permission.  For the purposes
  1  8 of this section, "automated traffic law enforcement system"
  1  9  means a system that operates in conjunction with an official
  1 10 traffic=control signal, as described in section 321.257, or
  1 11 a speed measuring device to produce recorded images of motor
  1 12 vehicles being operated in violation of traffic or speed laws.
  1 13    Sec. 2.  NEW SECTION.  321.260A  Automated traffic law
  1 14 enforcement ==== notice of fine distribution on citation.
  1 15    If the department or a local authority issues a citation as
  1 16 a result of an image obtained from an automated traffic law
  1 17 enforcement system, the citation shall provide an itemized
  1 18 list of the fines and fees assessed pursuant to the citation,
  1 19 the name of each state and local governmental entity and each
  1 20 private entity that will receive a portion of the fines or
  1 21 fees, and the amount of the fines or fees that each entity will
  1 22 receive. For the purposes of this section, "automated traffic
  1 23 law enforcement system" means as defined in section 321.254.
