  1  1    Section 1.  Section 483A.8, subsection 2, Code 2016, is
  1  2 amended to read as follows:
  1  3    2.  The deer hunting license shall be accompanied by a tag
  1  4 designed to be used only once. When a deer is taken, the deer
  1  5 shall be tagged and the tag shall be dated. The tag shall be
  1  6 attached to the carcass of a deer taken within fifteen minutes
  1  7 of the time the deer carcass is located after being taken, or
  1  8 before the carcass is moved to be transported by any means from
  1  9 the place where the deer was taken, whichever occurs first.
  1 10 For each antlered deer taken, the tag shall be affixed to
  1 11 the deer's antlers.  The commissioner shall provide by rules
  1 12 adopted pursuant to chapter 17A that a hunter who kills a
  1 13 deer must tag the deer by using the transportation tag issued
  1 14 in that person's name.  A person shall not tag a deer with a
  1 15 transportation tag issued to another person except as otherwise
  1 16 provided by rules relating to members of hunting parties, or
  1 17 with a tag that was purchased after the deer was taken.

  1 19 The inclusion of this explanation does not constitute agreement with
  1 20 the explanation's substance by the members of the general assembly.
  1 21    This bill relates to tagging requirements for deer hunting.
  1 22    The bill requires the natural resource commission to adopt
  1 23 rules pursuant to Code chapter 17A requiring that the hunter
  1 24 who kills a deer must tag the deer by using the transportation
  1 25 tag issued in that person's name.  A person shall not tag a
  1 26 deer with a tag issued to another person except as otherwise
  1 27 provided by rules relating to members of hunting parties, or
  1 28 with a tag that was purchased after the deer was taken.
