1.
NEW
SECTION

Expenditures
and

contributions
from
out-of-state
sources
prohibited.

A
political
committee
shall
not
make
an
expenditure
in

this
state
using
funds
derived
from
sources
outside
this
state.

A
candidate
or
a
candidate’s
committee
shall
not
accept

a
contribution
from
a
person
not
living
in
or
incorporated
or

organized
under
the
laws
of
this
state.

The
board
shall
adopt
rules
pursuant
to
chapter
17A
for

the
implementation
of
this
section.

68A.508
Contributions
from
political

committees
prohibited.

A
candidate
or
a
candidate’s
committee
shall
not
accept
a
12
contribution
from
a
political
committee.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
certain
political
contributions
and
17
expenditures.
The
bill
prohibits
a
political
committee,
18
currently
defined
in
Code,
from
making
an
expenditure
in
this
19
state
using
funds
derived
from
sources
outside
this
state.
The
20
bill
also
prohibits
a
candidate
for
a
political
office
in
this
21
state
or
a
candidate’s
committee
from
accepting
a
contribution
22
from
a
person
not
living
in
or
incorporated
or
organized
under
23
the
laws
of
this
state,
or
from
any
political
committee.
By
24
operation
of
law,
a
person
who
willfully
violates
a
provision
25
of
the
bill
is
guilty
of
a
serious
misdemeanor.
A
serious
26
misdemeanor
is
punishable
by
confinement
for
no
more
than
one
27
year
and
a
fine
of
at
least
$430
but
not
more
than
$2,560.
