Section
1.
Section
262.9,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
38.
a.
Identify
and
implement
a
strategy
3
for
maximizing
efficiencies
in
administering
the
state
board
4
office
and
the
institutions
of
higher
learning
governed
by
5
the
state
board
in
order
to
realize,
over
a
period
of
five
6
years
beginning
January
1,
2015,
cost
savings
of
not
less
7
than
fifteen
million
dollars
annually.
The
cost
savings
8
shall
be
used
annually
to
reduce
tuition
at
the
institutions
9
of
higher
learning
governed
by
the
state
board.
The
state
10
board
shall
submit
to
the
general
assembly
an
annual
progress
11
report
beginning
not
later
than
December
31
of
the
initial
12
year
of
implementation,
and
by
December
31
of
each
succeeding
13
year
during
the
five-year
period.
The
progress
report
shall
14
provide
details
on
any
initiatives
implemented
by
the
state
15
board
during
the
preceding
twelve
months
to
create
greater
16
administrative
efficiencies,
and
shall
include
the
amount
by
17
which
the
institutions
of
higher
learning
governed
by
the
state
18
board
reduced,
or
plan
to
reduce,
tuition
with
the
cost
savings
19
realized
in
the
preceding
twelve
months.

b.
This
subsection
is
repealed
July
1,
2020.

EXPLANATION
22
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
state
board
of
regents
to
identify
25
and
implement
a
strategy
for
maximizing
efficiencies
in
26
administering
the
state
board
office
and
the
regents
27
universities
in
order
to
realize
cost
savings
of
not
less
28
than
$15
million
annually
for
the
five-year
period
beginning
29
January
1,
2015.
The
cost
savings
shall
be
used
annually
30
to
reduce
tuition
at
the
regents
universities.
The
state
31
board
shall
submit
to
the
general
assembly
an
annual
progress
32
report
detailing
its
cost
savings
initiatives
in
the
preceding
33
year
and
including
the
amount
by
which
the
cost
savings
have
34
reduced,
or
will
reduce,
tuition.
This
provision
is
repealed
