Section
1.2,
Code
2024,
is
amended
to
read
as

follows:

Sovereignty.

The
state
possesses
sovereignty
coextensive
with
the

boundaries
referred
to
in
section
1.1
,
subject
to
such
rights
5
as
may
at
any
time
exist
in
the
United
States
in
relation
6
to
public
lands,
or
to
any
establishment
of
the
national
7
government
military
or
naval
establishment
.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
state
sovereignty
is
subject
to
the
12
United
States’
rights
to
public
lands
or
an
establishment
of
13
the
national
government.
This
bill
modifies
the
limits
of
14
state
sovereignty
to
make
state
sovereignty
subject
only
to
the
15
United
States’
rights
to
public
lands
and
to
military
and
naval
16
establishments.
