SECTION

147A.13A
Physician
exception.
21
This
subchapter
shall
not
restrict
a
physician
from
staffing
22
an
authorized
service
program
if
the
physician
can
document
23
equivalency
through
education
and
additional
skills
training
24
essential
in
the
delivery
of
out-of-hospital
emergency
care.
25
The
equivalency
shall
be
accepted
when:
26
1.
Documentation
has
been
reviewed
and
approved
at
the
27
local
level
by
the
medical
director
of
the
service
program
in
28
accordance
with
the
rules
of
the
board
of
medicine
adopted
29
after
consultation
with
the
department.
30
2.
Authorization
has
been
granted
to
that
service
program
31
by
the
department.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

explanation’s
substance

the
members

the
general
assembly.

This
bill
allows
a
physician
and
surgeon
or
osteopathic
10
physician
and
surgeon
to
staff
a
medical
care
ambulance
11
service
or
nontransport
service
if
the
physician
and
surgeon
12
or
osteopathic
physician
and
surgeon
can
document
equivalency
13
through
education
and
additional
skills
training
essential
14
in
the
delivery
of
out-of-hospital
emergency
care.
The
bill
15
requires
that
the
medical
director
of
the
relevant
service
16
program
reviews
and
approves
documentation
in
accordance
with
17
rules
adopted
by
the
board
of
medicine
in
consultation
with
the
18
department
of
health
and
human
services
(HHS).
The
bill
also
19
requires
the
service
program
to
receive
authorization
from
HHS.
20
The
bill
adds
physicians
staffing
an
authorized
service
program
21
to
the
definition
of
“first
responder”
for
the
purposes
of
the
22
opioid
antagonist
medication
fund
and
the
newborn
safe
haven
23
Act.
