Training

instruction

inmates.

1.
An
inmate
sentenced
to
and
confined
in
any
institution
3
under
the
jurisdiction
of
the
department
shall
be
allowed
4
access
to
training
and
instruction
in
activities
which
promote
5
personal
betterment
and
self-improvement.
Such
training
shall
6
include,
but
not
be
limited
to,
meditation
instruction,
yoga
7
instruction,
and
prayer
coaching.

The
department
shall
adopt
rules
pursuant
to
chapter
17A
9
to
administer
this
section.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
training
and
instruction
of
inmates

for
personal
betterment
and
self-improvement.

The
bill
provides
that
an
inmate
sentenced
to
and
confined
in

any
institution
under
the
jurisdiction
of
the
department
shall

be
allowed
access
to
training
and
instruction
in
activities

which
promote
personal
betterment
and
self-improvement.
Such

training
must
include,
but
will
not
be
limited
to,
meditation

instruction,

and

The
bill
provides
that
the
Iowa
department
of
corrections

shall
adopt
rules
pursuant
to
Code
chapter
17A
(Iowa

administrative
procedure
Act)
to
administer
the
bill.
