Section 321M.9, subsection 1, Code 2018, is 1 2 amended to read as follows: 1 3 1. Fees to counties. 1 4 a. Notwithstanding any other provision in the Code to the 1 5 contrary, the county treasurer of a county authorized to issue 1 6 driver's licenses under this chapter shall retain for deposit 1 7 in the county general fund seven dollars of fees received for 1 8 each issuance or renewal of driver's licenses and nonoperator's 1 9 identification cards, but shall not retain any moneys for 1 10 the issuance of any persons with disabilities identification 1 11 devices. 1 12 b. (1) The county treasurer of a county authorized to 1 13 issue commercial driver's licenses pursuant to section 321M.6 1 14 may charge a fee for the administration of commercial driver's 1 15 license skills tests by the county. For a person who resides 1 16 in the county administering the test, the fee shall not exceed 1 17 fifty dollars. For a person who resides outside the county 1 18 administering the test, the fee shall not exceed seventy=five 1 19 dollars. The county treasurer shall retain the fees charged 1 20 under this paragraph for deposit in the county general fund. 1 21 (2) This paragraph is repealed July 1, 2021. 1 22 c. The five dollar processing fee charged by a county 1 23 treasurer for collection of a civil penalty under section 1 24 321.218A, 321A.32A, or 321J.17 shall be retained for deposit in 1 25 the county general fund. 1 26 d. The county treasurer shall remit the balance of fees and 1 27 all civil penalties to the department. 1 28 EXPLANATION 1 29 The inclusion of this explanation does not constitute agreement with 1 30 the explanation's substance by the members of the general assembly. 1 31 Under current law, certain counties are authorized to issue 1 32 commercial driver's licenses and administer commercial driver's 1 33 license skills tests if certified to do so by the department of 1 34 transportation. This bill provides that the county treasurer 1 35 of a county authorized to issue commercial driver's licenses 2 1 may charge a fee for the administration of commercial driver's 2 2 license skills tests by the county. For a person who resides 2 3 in the county administering the test, the fee shall not exceed 2 4 $50. For a person who resides outside the county administering 2 5 the test, the fee shall not exceed $75. The bill requires the 2 6 county treasurer to retain the fees charged under the bill for 2 7 deposit in the county general fund.
