H.F. 2482 Section 1. STUDY —— STATE HISTORICAL SITES. 1 1. The department of cultural affairs, including the 2 historical division of the department of cultural affairs, 3 shall conduct a study regarding the identification, 4 establishment, and promotion of state historical sites. 5 2. The study shall include all of the following: 6 a. A review of current practices and processes for 7 identifying, establishing, and promoting state historical 8 sites. 9 b. The establishment of metrics to measure the cultural 10 and economic impact to the state of existing state historical 11 sites. 12 c. The establishment of metrics to measure the cultural 13 and economic impact to the state of proposed state historical 14 sites. 15 d. The establishment of procedures and processes to 16 identify, establish, and promote new state historical sites 17 with high cultural and economic impact potential. 18 e. The establishment of annual goals for increasing the 19 number of state historical sites. 20 3. The department and the division shall seek input from the 21 Iowa great places board, local committees established pursuant 22 to section 303.3E to promote culture, history, and arts in 23 Iowa, the historical society board of trustees, and members of 24 the state historical society. 25 4. The department shall submit a report regarding the study, 26 including findings and recommendations, to the general assembly 27 no later than January 31, 2021. 28 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 29 importance, takes effect upon enactment. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill directs the department of cultural affairs, 34 including the historical division of the department of cultural 35 -1- LSB 6336HV (1) 88 ko/jh 1/ 2
H.F. 2482 affairs, to conduct a study regarding the identification, 1 establishment, and promotion of state historical sites. 2 The study must include a review of current practices and 3 processes for identifying, establishing, and promoting state 4 historical sites; the establishment of metrics to measure 5 the cultural and economic impact to the state of existing 6 state historical sites and proposed state historical sites; 7 the establishment of procedures and processes to identify, 8 establish, and promote new state historical sites with high 9 cultural and economic impact potential; and the establishment 10 of annual goals for increasing the number of state historical 11 sites. 12 The bill directs the department and the division to seek 13 input from the Iowa great places board, local committees 14 established pursuant to Code section 303.3E to promote culture, 15 history, and arts in Iowa, the historical society board of 16 trustees, and members of the state historical society. 17 The bill requires the department to submit a report 18 regarding the study, including findings and recommendations, to 19 the general assembly no later than January 11, 2021.
