priority

projects

address

2.
REVERSION.

1.
Except
as
provided
in
subsection
2,
for
purposes

of
section
8.33
,
unless
specifically
provided
otherwise,

unencumbered
or
unobligated
moneys
made
from
an
appropriation

in
this
division
of
this
Act
shall
not
revert
but
shall
remain
28
available
for
expenditure
for
the
purposes
designated
until
the
29
close
of
the
fiscal
year
that
ends
three
years
after
the
end
of
30
the
fiscal
year
for
which
the
appropriation
is
made.
However,
31
if
the
project
or
projects
for
which
such
appropriation
was
32
made
are
completed
in
an
earlier
fiscal
year,
unencumbered

or
unobligated
moneys
shall
revert
at
the
close
of
that
same

fiscal
year.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
9
importance,
takes
effect
upon
enactment.

EXPLANATION
11
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
12
the
explanation’s
substance
by
the
members
of
the
general
assembly.
13
Under
current
law,
the
department
of
administrative
14
services
(DAS)
controls
a
monument
maintenance
account
in
15
the
state
treasury.
The
account
includes
moneys
deposited
16
into
the
account
for
the
maintenance
of
state
monuments.
17
Any
maintenance
moneys
in
the
fund
for
a
state
monument
and
18
interest
earned
on
the
moneys
must
be
used
to
maintain
the
19
designated
monument.
20
For
FY
2016-2017,
the
general
assembly
allocated
$100,000
21
from
an
appropriation
to
DAS
for
the
costs
of
major
maintenance
22
of
monuments
without
dedicated
funds
available
for
maintenance
23
and
restoration.
However,
the
general
assembly
placed
a
24
condition
on
the
allocation
restricting
the
receipt
of
moneys
25
unless
DAS
receives
at
least
$2
from
private
sources
for
each
26
$1
allocated.
27
This
bill
strikes
the
private
source
funding
requirement,
28
and
provides
that
any
moneys
remaining
from
the
original
29
appropriation
are
allocated
for
monument
maintenance.
30
The
bill
strikes
the
provision
under
which
the
moneys
will
31
revert
at
the
end
of
FY
2023-2024.

The
bill
takes
effect
upon
enactment.
