THE
DEFINITION
OF
FIRST
RESPONDER.

IT
ENACTED
BY
THE
GENERAL
ASSEMBLY
OF
THE
STATE
OF
IOWA:
Section
1.
Section
135.190A,
subsection
7,
paragraph
a,
Code
2024,
is
amended
to
read
as
follows:
a.
“First
responder”
means
an
emergency
medical
care
provider,
a
registered
nurse
staffing
an
authorized
service
program
under
section
147A.12
,
a
physician
assistant
staffing
an
authorized
service
program
under
section
147A.13
,
a
physician
staffing
an
authorized
service
program
under
section
147A.13A,
a
fire
fighter,
or
a
peace
officer
as
defined
in
section
801.4
who
is
trained
and
authorized
to
administer
an
opioid
antagonist.
Sec.
2.
Section
147A.1,
subsection
7,
Code
2024,
is
amended
to
read
as
follows:
7.
“First
responder”
means
an
emergency
medical
care

Sec.
3.
NEW
SECTION
.
147A.13A
Physician
exception.
This
subchapter
shall
not
restrict
a
physician
from
staffing
an
authorized
service
program
if
the
physician
can
document
equivalency
through
education
and
additional
skills
training
essential
in
the
delivery
of
out-of-hospital
emergency
care.
The
equivalency
shall
be
accepted
when:
1.
Documentation
has
been
reviewed
and
approved
at
the
local
level
by
the
medical
director
of
the
service
program
in
accordance
with
the
rules
of
the
board
of
medicine
adopted
after
consultation
with
the
department.
2.
Authorization
has
been
granted
to
that
service
program
by
the
department.

4.
Section
233.1,
subsection
2,
paragraph
g,
Code
2024,
is
amended
to
read
as
follows:
