For purposes of supporting a program for farmers with 3 disabilities: 4 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 230,000 5 b. The moneys appropriated in this subsection shall be 6 used for the public purpose of providing a grant to a national 7 nonprofit organization with over 80 years of experience in 8 assisting children and adults with disabilities and special 9 needs. The moneys shall be used to support a nationally 10 recognized program that began in 1986 and has been replicated 11 in at least 30 other states, but is not available through 12 any other entity in this state, and that provides assistance 13 to farmers with disabilities in all 99 counties to allow the 14 farmers to remain in their own homes and be gainfully engaged 15 in farming through provision of agricultural worksite and home 16 modification consultations, peer support services, services 17 to families, information and referral, and equipment loan 18 services. 19 c. Notwithstanding section 8.33 , moneys appropriated in 20 this subsection that remain unencumbered or unobligated at the 21 close of the fiscal year shall not revert but shall remain 22 available for expenditure for the purposes designated until the 23 close of the succeeding fiscal year. 24 6. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND 25 a. For deposit in the loess hills development and 26 conservation fund created pursuant to section 161D.2 : 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 28 b. (1) Of the amount appropriated to the loess hills 29 development and conservation fund in this subsection, $360,000 30 shall be allocated to the fund’s hungry canyons account. 31 (2) Not more than 10 percent of the moneys allocated to the 32 fund’s hungry canyons account as provided in this paragraph may 33 be used for administrative costs. 34 c. (1) Of the amount appropriated to the loess hills 35 -4- LSB 5001HV (1) 90 da/js 4/ 27

SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND 6 a. For deposit in the southern Iowa development and 7 conservation fund created pursuant to section 161D.12: 8 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 150,000 9 b. CHOOSE IOWA FOOD PURCHASING PILOT PROJECT FOR 18 SCHOOLS AND SCHOOL DISTRICTS OR FOOD BANKS AND IOWA EMERGENCY 19 FEEDING ORGANIZATIONS. 20 1. There is appropriated from the general fund of the state 21 to the department of agriculture and land stewardship for the 22 fiscal year beginning July 1, 2024, and ending June 30, 2025, 23 the following amount, or so much thereof as is necessary, to be 24 used for the purposes designated: 25 For purposes of supporting a choose Iowa food purchasing 26 pilot project to assist eligible participants in purchasing 27 qualified food products: 28 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 250,000 29 2. Except as provided in subsection 3, the department 30 shall administer the pilot project based on the farm-to-school 31 program described in chapter 190A, in which the department 32 reimburses a school or school district for the purchase of a 33 food product originating from a farm source. 34 3. The department shall administer the pilot project 35 -5- LSB 5001HV (1) 90 da/js 5/ 27
H.F. 2694 according to all of the following: 1 a. A farm or business that owns or operates the farm source 2 shall be given a preference to participate in the pilot project 3 if the farm or business is currently participating in the 4 choose Iowa promotional program as provided in chapter 159, 5 subchapter II, part 2. Otherwise, a farm or business may 6 participate in the pilot project if the farm or business has 7 applied to participate in the choose Iowa promotional program 8 and the department determines that the application will be 9 approved. 10 b. An eligible participant is limited to any of the 11 following: 12 (1) A public or private school or a school district, if the 13 public or private school or school district is not currently 14 participating in the farm-to-school program. 15 (2) An Iowa food bank or an Iowa emergency feeding 16 organization, recognized by the department. 17 c. A qualified food product is limited to the following: 18 (1) For a school or school district, meat and poultry, dairy 19 products other than milk, eggs, and produce. 20 (2) For an Iowa food bank or Iowa emergency feeding 21 organization, meat and poultry, dairy products, eggs, and 22 produce. 23 d. The department is not required to follow a requirement in 24 chapter 190A that the department determines is not practical 25 for the pilot project. 26 4. a. Of the moneys appropriated in subsection 1, not more 27 than $100,000 shall be used to reimburse schools or school 28 districts and not more than $150,000 shall be used to reimburse 29 Iowa food banks and Iowa emergency feeding organizations. 30 b. An eligible participant shall be reimbursed on a matching 31 basis with the department contributing $1 for every $1 expended 32 by the eligible participant. 33 c. (1) A school or school district shall not receive more 34 than $1,000 for participating in the pilot project. 35 -6- LSB 5001HV (1) 90 da/js 6/ 27
H.F. 2694 (2) An Iowa food bank or Iowa emergency feeding organization 1 shall not receive more than $25,000 for participating in the 2 pilot project. 3 5. The department shall prepare and submit a report 4 regarding its findings and recommendations to the governor and 5 general assembly not later than January 15, 2025. 6 DIVISION II 7 DEPARTMENT OF NATURAL RESOURCES 8 Sec. 6. GENERAL FUND —— DEPARTMENT. 9 1. There is appropriated from the general fund of the state 10 to the department of natural resources for the fiscal year 11 beginning July 1, 2024, and ending June 30, 2025, the following 12 amount, or so much thereof as is necessary, to be used for the 13 purposes designated: 14 For purposes of supporting the department, including its 15 divisions, for administration, regulation, and programs; for 16 salaries, support, maintenance, and miscellaneous purposes; and 17 for not more than the following full-time equivalent positions: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 12,919,695 19 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . Of the number of full-time equivalent positions 21 authorized to the department pursuant to subsection 1, 50.00 22 full-time equivalent positions shall be allocated by the 23 department for seasonal employees for purposes of providing 24 maintenance, upkeep, and sanitary services at state parks. 25 This subsection shall not impact conservation officer, park 26 ranger, or park manager positions within the department. 27 3. The department shall submit a report each quarter of 28 the fiscal year to the general assembly and the department 29 of management. The report shall describe in detail the 30 expenditure of moneys appropriated under this section to 31 support the department’s administration, regulation, and 32 programs. 33 Sec. 7. STATE PARKS AND RECREATION AREAS —— 34 ACCESSIBILITY. There is appropriated from the general 35 -7- LSB 5001HV (1) 90 da/js 7/ 27
H.F. 2694 fund of the state to the department of natural resources for 1 the fiscal year beginning July 1, 2024, and ending June 30, 2 2025, the following amount, or so much thereof as is necessary, 3 to be used for the purposes designated: 4 For purposes of increasing accessibility for persons with 5 disabilities when visiting state parks and recreation areas: 6 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 250,000 7 Sec. 8. STATE FISH AND GAME PROTECTION FUND —— REGULATION 8 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 9 1. There is appropriated from the state fish and game 10 protection fund created pursuant to section 456A.17 to the 11 department of natural resources for the fiscal year beginning 12 July 1, 2024, and ending June 30, 2025, the following amount, 13 or so much thereof as is necessary, to be used for the purposes 14 designated: 15 For purposes of supporting the regulation or advancement of 16 hunting, fishing, or trapping, or the protection, propagation, 17 restoration, management, or harvest of fish or wildlife, 18 including for administration, regulation, law enforcement, and 19 programs; and for salaries, support, maintenance, equipment, 20 and miscellaneous purposes: 21 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 49,752,093 22 2. Notwithstanding section 455A.10 , the department may use 23 the unappropriated balance remaining in the state fish and game 24 protection fund to provide for the funding of health and life 25 insurance premium payments from unused sick leave balances of 26 conservation peace officers employed in a protection occupation 27 who retire, pursuant to section 97B.49B . 28 3. Notwithstanding section 455A.10 , the department may 29 use the unappropriated balance remaining in the state fish 30 and game protection fund for the fiscal year beginning July 31 1, 2024, and ending June 30, 2025, as is necessary to fund 32 salary adjustments for departmental employees for which the 33 general assembly has made an operating budget appropriation in 34 subsection 1. 35 -8- LSB 5001HV (1) 90 da/js 8/ 27

Paragraph “a” does not apply to a reduction made 17 to support the college of veterinary medicine if the same 18 percentage of reduction imposed on the college of veterinary 19 medicine is also imposed on all of Iowa state university of 20 science and technology’s budget units. 21 3. If by June 30, 2025, Iowa state university of science and 22 technology fails to allocate the moneys appropriated in this 23 section to the college of veterinary medicine in accordance 24 with this section, the moneys appropriated in this section for 25 that fiscal year shall revert to the general fund of the state. 26 Sec. 14. VETERINARY DIAGNOSTIC LABORATORY —— MOVE. H.F. 2694 division that are part of high-priority watersheds identified 1 by the water resources coordinating council established 2 pursuant to section 466B.3 . 3 b. The moneys appropriated in subsection 1 shall be used to 4 support projects in watersheds generally, including regional 5 watersheds, as designated by the division and high-priority 6 watersheds identified by the water resources coordinating 7 council established pursuant to section 466B.3 . 8 3. In supporting projects in subwatersheds and watersheds 9 as provided in subsection 2, all of the following apply: 10 a. The demonstration projects shall utilize water quality 11 practices as described in the Iowa nutrient reduction strategy 12 as defined in section 455B.171 . 13 b. The division shall implement demonstration projects as 14 provided in paragraph “a” by providing for participation by 15 persons who hold a legal interest in agricultural land used in 16 farming. To every extent practical, the division shall provide 17 for collaborative participation by such persons who hold a 18 legal interest in agricultural land located within the same 19 subwatershed. 20 c. The division shall implement a demonstration project on 21 a cost-share basis as determined by the division. However, 22 except for edge-of-field practices, the state’s share of the 23 amount shall not exceed 50 percent of the estimated cost of 24 establishing the practice as determined by the division or 25 50 percent of the actual cost of establishing the practice, 26 whichever is less. 27 d. The demonstration projects shall be used to educate other 28 persons about the feasibility and value of establishing similar 29 water quality practices. The division shall promote field day 30 events for purposes of allowing interested persons to establish 31 water quality practices on their agricultural land. 32 e. The division shall conduct water quality evaluations 33 within supported subwatersheds. Within a reasonable period 34 after accumulating information from such evaluations, the 35 -20- LSB 5001HV (1) 90 da/js 20/ 27
H.F. 2694 division shall create an aggregated database of water quality 1 practices. Any information identifying a person holding a 2 legal interest in agricultural land or specific agricultural 3 land shall be a confidential record under section 22.7 . 4 4. The moneys appropriated in subsection 1 shall be used 5 to support education and outreach in a manner that encourages 6 persons who hold a legal interest in agricultural land used for 7 farming to implement water quality practices, including the 8 establishment of such practices in watersheds generally, and 9 not limited to subwatersheds or high-priority watersheds. 10 5. The moneys appropriated in subsection 1 may be used 11 to contract with persons to coordinate the implementation of 12 efforts provided in this section. 13 6. The moneys appropriated in subsection 1 may be used by 14 the department to support urban soil and water conservation 15 efforts, which may include but are not limited to management 16 practices related to bioretention, landscaping, the use of 17 permeable or pervious pavement, and soil quality restoration. 18 The moneys shall be allocated on a cost-share basis as provided 19 in chapter 161A . 20 7. Notwithstanding any other provision of law to the 21 contrary, the department may use moneys appropriated in 22 subsection 1 to carry out the provisions of this section on a 23 cost-share basis in combination with other moneys available to 24 the department from a state or federal source. 25 8. Not more than 10 percent of the moneys appropriated in 26 this section may be used to pay for the costs of administering 27 and implementing the water quality initiative by the 28 department’s division of soil conservation and water quality as 29 provided in section 466B.42 and this section. 30 DIVISION VII 31 IOWA RESOURCES ENHANCEMENT AND PROTECTION —— OPEN SPACES 32 Sec. 24. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. Section 159.31, Code 2024, is amended by adding the 31 following new subsection: 32 NEW SUBSECTION . 2A. H.F. 2694 costs of administration. 1 Sec. 30. Section 159.31A, Code 2024, is amended by adding 2 the following new subsection: 3 NEW SUBSECTION . 2A. The department may use not more than 4 five percent of the balance of unencumbered and unobligated 5 moneys in the fund at the beginning of a fiscal year to pay for 6 costs of administration. 7 Sec. 31. Section 159.31C, if enacted by 2024 Iowa Acts, 8 House File 2641, or successor legislation, is amended by adding 9 the following new subsection: 10 NEW SUBSECTION . 2A. The department may use not more than 11 five percent of the balance of unencumbered and unobligated 12 moneys in the fund at the beginning of a fiscal year to pay for 13 costs of administration. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 GENERAL. This bill relates to agriculture and natural 18 resources by making appropriations for FY 2024-2025 to support 19 related entities, including the department of agriculture and 20 land stewardship (DALS), the department of natural resources 21 (DNR), Iowa state university (ISU), and the university of Iowa 22 (UI). 23 The bill primarily appropriates moneys to DALS and DNR. 24 The appropriations are made to support those departments for 25 administration, regulation, and support of programs. The bill 26 requires the departments to submit quarterly reports to the 27 general assembly and department of management regarding the 28 expenditure of appropriated moneys. General appropriations are 1 made from other major sources, including the state fish and 2 game protection fund (SFGPF) and the groundwater protection 3 fund (GPF), both administered by DNR. Finally, appropriations 4 are made from and to a number of dedicated sources, including 5 the resources enhancement and protection (REAP) fund 6 administered by DNR, and the renewable fuel infrastructure 7 fund (RFIF) and the water quality initiative fund (WQIF) 8 administered by DALS. 9 DALS —— GF APPROPRIATIONS. The bill appropriates moneys 10 to DALS from the GF in order to support its administrative 11 divisions, including consumer protection and industry services, 12 soil conservation, and food safety and animal health. Moneys 13 are transferred to ISU to support its midwest grape and wine 14 industry institute. 15 DALS —— DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 16 The bill appropriates moneys from several sources to support a 17 number of designated purposes, including moneys derived from 18 unclaimed winnings from horse and dog races, for administration 19 and enforcement of racing regulations; and moneys credited to 20 the RFIF, for purposes of regulating motor fuel. 21 DALS —— SPECIAL GF APPROPRIATIONS. The bill makes special 22 appropriations from the GF to DALS in order to support specific 23 purposes including milk inspection, the local food and farm 24 program, an agricultural education organization, foreign animal 25 disease preparedness, assistance to farmers with disabilities, 26 loess hills protections, southern Iowa development and 27 conservation, grain regulation, the value-added agriculture 28 grant program, the dairy innovation fund and program, and the 29 choose Iowa promotional program. 30 DALS —— SPECIAL GF APPROPRIATION TO SUPPORT CHOOSE IOWA FOOD 31 PURCHASING PILOT PROJECT. The bill appropriates moneys from 32 the GF to support a choose Iowa food purchasing pilot project 33 to assist schools, school districts, Iowa food banks, and Iowa 34 emergency feeding organizations in obtaining food from farm 35 -25- LSB 5001HV (1) 90 da/js 25/ 27

The bill 2 makes appropriations from a number of funds to DNR in order 3 to support its administrative divisions involving natural 4 resources and environmental protection from the GF, the SFGPF, 5 and the GPF. The bill makes a special appropriation from the 6 GF to DNR for purposes of increasing the accessibility to state 7 parks and recreation areas by persons with disabilities. 8 DNR —— DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 9 The bill appropriates moneys to DNR from a number of sources 10 to support designated purposes, including moneys deposited in 11 the special snowmobile fund to provide for administering and 12 enforcing the state snowmobile programs; and moneys deposited 13 in the unassigned revenue fund for purposes of paying for 14 administration of DNR’s underground storage tanks section. 15 DNR —— SPECIAL GF APPROPRIATIONS. The bill makes special 16 appropriations from the GF to DNR in order to support specific 17 purposes including floodplain management, dam safety and 18 forestry health management programs, and state parks. 19 ISU —— SPECIAL GF APPROPRIATIONS. The bill appropriates 20 moneys from the GF to ISU to support the operation of its 21 veterinary diagnostic laboratory and livestock disease 22 research. The bill makes special appropriations from the GF to 23 ISU to support the move of the veterinary diagnostic laboratory 24 and to support the management of private forests. 25 ISU —— DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 26 The bill appropriates moneys from the Iowa nutrient reduction 27 fund to ISU for the veterinary diagnostic laboratory. 28 UI —— SPECIAL GF APPROPRIATIONS. The bill appropriates 29 moneys from the GF to UI to support the operations of Iowa’s 30 center for agricultural safety and health, which is part of 31 UI’s college of public health. 32 DALS, DNR, AND UI —— EFF —— GENERAL APPROPRIATIONS. The 33 bill appropriates moneys from the EFF to support a number of 34 programs administered by DALS, DNR, and UI. For DALS, the 35 -26- LSB 5001HV (1) 90 da/js 26/ 27
H.F. 2694 moneys are appropriated to support programs involving soil 1 conservation, watershed protection and nutrient management, 2 and the loess hills development and conservation fund. For 3 DNR, moneys are appropriated to support programs involving 4 state parks, geographic information systems, water quality 5 monitoring, public water supplies, regulation of animal feeding 6 operations, air quality, and floodplain management and dam 7 safety. For UI, moneys are appropriated to support the Iowa 8 geological survey. The bill includes provisions that delay the 9 reversion of these moneys. 10 EFF —— SPECIAL APPROPRIATIONS FOR WQIF. The bill 11 appropriates moneys from the EFF to the WQIF subject to certain 12 conditions. 13 REAP FUND —— EFF APPROPRIATION IN LIEU OF GF APPROPRIATION. 14 The bill appropriates moneys from the EFF to the REAP 15 fund instead of the $20 million otherwise required to be 16 appropriated to the REAP fund from the GF. Notwithstanding 17 the standing allocation from the REAP fund to its open 18 spaces account, DNR may use moneys in the account for state 19 park maintenance, development, operations, and facility 20 refurbishment. 21 GF —— BUTCHERY —— SPECIAL CONTINGENT APPROPRIATION. The 22 bill appropriates moneys to DALS to support the butchery 23 innovation and revitalization fund and program contingent on 24 the enactment of legislation transferring the fund and program 25 from the economic development authority to DALS. 26 STATUTORY CHANGES —— DALS ADMINISTRATIVE EXPENSES. The 27 bill amends provisions creating funds for the choose Iowa 28 promotional program, the dairy innovation fund, and the 29 value-added agricultural grant program, by providing that not 30 more than 5 percent of moneys in those funds may be used for 31 purposes of administration. 32 -27- LSB 5001HV (1) 90 da/js 27/ 27
