  2    plates, establishing fees, and making an appropriation.

  1  1    Section 1.  Section 321.34, Code 2015, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  11C.  Special Olympics plates.
  1  4    a.  Upon application and payment of the proper fees, the
  1  5 director may issue special Olympics plates to the owner of a
  1  6 motor vehicle subject to registration under section 321.109,
  1  7 subsection 1, motor truck, motor home, multipurpose vehicle,
  1  8 motorcycle, trailer, or travel trailer.
  1  9    b.  Special Olympics plates shall be designed by the
  1 10 department.
  1 11    c.  The special fee for letter=number designated special
  1 12 Olympics plates is twenty=five dollars. The fee for
  1 13 personalized special Olympics plates is twenty=five dollars,
  1 14 which shall be paid in addition to the special fee of
  1 15 twenty=five dollars. The fees collected by the director under
  1 16 this subsection shall be paid monthly to the treasurer of
  1 17 state and deposited in the road use tax fund. The treasurer
  1 18 of state shall transfer monthly from the statutory allocations
  1 19 fund created under section 321.145, subsection 2, to the
  1 20 special Olympics fund created under section 8.8, the amount
  1 21 of the special fees collected in the previous month for the
  1 22 special Olympics plates. Notwithstanding section 8.33, moneys
  1 23 transferred under this subsection shall not revert to the
  1 24 general fund of the state.
  1 25    d.  Upon receipt of the special registration plates, the
  1 26 applicant shall surrender the current registration plates to
  1 27 the county treasurer. The county treasurer shall validate
  1 28 the special registration plates in the same manner as regular
  1 29 registration plates are validated under this section. The
  1 30 annual special fee for letter=number designated special
  1 31 Olympics plates is ten dollars, which shall be paid in addition
  1 32 to the regular annual registration fee. The annual fee for
  1 33 personalized special Olympics plates is five dollars, which
  1 34 shall be paid in addition to the annual special fee and the
  1 35 regular annual registration fee. The annual special Olympics
  2  1 fees shall be credited as provided under paragraph "c".
  2  2    Sec. 2.  Section 321.145, subsection 2, paragraph b,
  2  3 subparagraph (3), Code 2015, is amended to read as follows:
  2  4    (3)  The amounts required to be transferred pursuant to
  2  5 section 321.34 from revenues available under this subsection
  2  6 shall be transferred and credited as provided in section
  2  7 321.34, subsections 7, 10, 10A, 11, 11A, 11B, 11C, 13, 16, 17,
  2  8 18, 19, 20, 20A, 20B, 20C, 21, 22, 23, 24, 25, and 26 for the
  2  9 various purposes specified in those subsections.
  2 10                           EXPLANATION
  2 11 The inclusion of this explanation does not constitute agreement with
  2 12 the explanation's substance by the members of the general assembly.
  2 13    This bill provides for the issuance of special Olympics
  2 14 license plates designed by the department of transportation.
  2 15 An owner of a motor vehicle may receive special Olympics plates
  2 16 after paying a $25 special fee, and a $10 annual registration
  2 17 fee. An owner of a motor vehicle may receive personalized
  2 18 special Olympics plates after paying an additional $25 special
  2 19 fee, and an additional $5 annual registration fee. The
  2 20 annual registration fees are in addition to the regular annual
  2 21 registration fee.
  2 22    The fees collected shall be deposited in the road use tax
  2 23 fund. The treasurer of state shall transfer monthly from the
  2 24 statutory allocations fund to the special Olympics fund the
  2 25 amount of the special fees collected in the previous month for
  2 26 the special Olympics plates.
