1.
Section
284.13,
subsection
1,
paragraph
g,
Code

2023,
is
amended
to
read
as
follows:

g.
For
the
fiscal
year
beginning
July
1,
2023,
and
for
3
each
subsequent
fiscal
year,
to
the
department,
ten
twenty
4
million
dollars
for
purposes
of
implementing
the
supplemental
5
assistance
for
high-need
schools
provisions
of
section
284.11
.

Funding
under
this
paragraph
shall
be
given
to
school
districts
7
with
one
or
more
attendance
centers
identified
in
the
priority
8
category
for
one
of
the
last
three
years
under
the
attendance
9
center
performance
ranking
system
developed
and
adopted
by
the
10
department.
Funding
shall
be
apportioned
to
eligible
school
11
districts
on
a
per
pupil
basis
based
on
the
budget
enrollments
12
of
the
priority
attendance
centers
for
the
applicable
fiscal
13
year.
Funding
received
under
this
paragraph
shall
be
used
by
14
the
school
district
for
purposes
at
the
priority
attendance
15
centers
in
the
district
and
shall
be
in
addition
to
and
16
not
supplant
any
other
funding
for
such
attendance
centers.

Annually,
of
the
moneys
allocated
to
the
department
for
18
purposes
of
this
paragraph,
up
to
one
hundred
thousand
dollars
19
may
be
used
by
the
department
for
administrative
purposes
and
20
for
not
more
than
one
full-time
equivalent
position.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
22
importance,
takes
effect
upon
enactment.

EXPLANATION
24
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
284.13(1)(g)
appropriates
$10
million
each
27
fiscal
year
beginning
on
or
after
July
1,
2023,
for
the
28
implementation
of
the
supplemental
assistance
provisions
29
for
high-need
schools
under
Code
section
284.11.
This
bill
30
increases
the
appropriation
for
each
such
fiscal
year
to
$20
31
million.

Such
funding
shall
be
given
to
school
districts
with
one
or
33
more
attendance
centers
identified
in
the
priority
category

for
one
of
the
last
three
years
under
the
attendance
center
