Section
1.
Section
321.34,
Code
2023,
is
amended
by
adding
1
the
following
new
subsection:
2
NEW
SUBSECTION
.
11E.
Antique
vehicle
plates
——
identical
3
to
model
year.
4
a.
Upon
application
and
payment
of
the
proper
fees,
the
5
director
shall
issue
antique
vehicle
plates
to
the
owner
6
of
a
motor
vehicle
registered
pursuant
to
section
321.115,
7
subsection
1.
8
b.
Antique
vehicle
plates
shall
be
designed
by
the
9
department
and
each
plate
issued
shall
be
designed
to
be
as
10
identical
as
practicable
to
the
regular
registration
plate
11
issued
in
the
model
year
of
the
antique
vehicle.
12
c.
(1)
The
special
antique
vehicle
fee
for
letter-number
13
designated
antique
vehicle
plates
is
fifty
dollars.
An
14
applicant
may
obtain
personalized
antique
vehicle
plates
upon
15
payment
of
the
fee
for
personalized
plates
as
provided
in
16
subsection
5,
which
is
in
addition
to
the
special
fee.
The
17
fees
collected
by
the
director
under
this
subsection
shall
be
18
paid
monthly
to
the
treasurer
of
state
and
deposited
in
the
19
road
use
tax
fund.

(2)
The
treasurer
of
state
shall
credit
monthly
from
the
21
statutory
allocations
fund
created
under
section
321.145,
22
subsection
2,
to
the
department
of
cultural
affairs,
the
amount
23
of
the
special
fees
collected
in
the
previous
month
for
antique
24
vehicle
plates.
Moneys
credited
under
this
subparagraph
are
25
appropriated
to
the
department
of
cultural
affairs
to
support
26
the
state
historical
society
for
the
purposes
of
preserving
and
27
promoting
automotive
history
within
the
state.

d.
Upon
receipt
of
the
special
registration
plates,
the
29
applicant
shall
surrender
the
current
registration
plates
to
30
the
county
treasurer.
The
county
treasurer
shall
validate
31
the
special
registration
plates
in
the
same
manner
as
regular
32
registration
plates
are
validated
under
this
section.
The
33
annual
special
antique
vehicle
fee
for
letter-number
designated
34
antique
vehicle
plates
is
ten
dollars
which
shall
be
paid

addition
to
the
regular
annual
registration
fee.
The
1
annual
fee
for
personalized
antique
vehicle
plates
is
five
2
dollars
which
shall
be
paid
in
addition
to
the
annual
special

antique
vehicle
fee
and
the
regular
annual
registration
fee.

The
annual
special
antique
vehicle
fee
shall
be
credited
as
5
provided
under
paragraph
“c”
.

2.
Section
321.115,
subsection
1,
paragraph
c,
Code
7
2023,
is
amended
to
read
as
follows:

c.
(1)
The
owner
of
a
motor
vehicle
registered
under
this
9
subsection
may
display
authentic
Iowa
registration
plates
from
10
the
model
year
of
the
motor
vehicle,
furnished
by
the
person
11
and
approved
by
the
department,
in
lieu
of
the
current
and
12
valid
Iowa
registration
plates
issued
for
the
vehicle,
provided
13
that
the
current
and
valid
Iowa
registration
plates
and
the
14
registration
card
issued
for
the
vehicle
are
simultaneously
15
carried
within
the
vehicle
and
are
available
for
inspection
to
16
any
peace
officer
upon
the
officer’s
request.

Alternatively,
the
owner
of
a
motor
vehicle
registered
18
under
this
subsection
may
display
antique
vehicle
special
19
registration
plates
issued
under
section
321.34,
subsection
20
11E.
The
owner
of
a
“limited
use”
antique
vehicle
displaying
21
antique
vehicle
special
registration
plates
need
not
purchase
22
special
“limited
use”
plates
under
section
321.60,
but
23
must
otherwise
comply
with
the
“limited
use”
registration
24
requirements
in
accordance
with
sections
321.58
through
321.62.

Sec.
3.
Section
321.166,
subsection
9,
Code
2023,
is
amended
26
to
read
as
follows:

9.
Special
registration
plates
issued
pursuant
to
section
28
321.34
,
other
than
gold
star,
medal
of
honor,
collegiate,
fire
29
fighter,
natural
resources,
blackout,
and
flying
our
colors
,
30
and
antique
vehicle
registration
plates,
shall
be
consistent
31
with
the
design
and
color
of
regular
registration
plates
32
but
shall
provide
a
space
on
a
portion
of
the
plate
for
the
33
purpose
of
allowing
the
placement
of
a
distinguishing
processed
34
emblem
or
an
organization
decal.

plates
shall
also
comply
with
the
requirements
for
regular

registration
plates
as
provided
in
this
section
to
the
extent
2
the
requirements
are
consistent
with
the
section
authorizing
a

particular
special
vehicle
registration
plate.

EXPLANATION
5
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
6
the
explanation’s
substance
by
the
members
of
the
general
assembly.
7
Under
current
law,
a
motor
vehicle
that
is
25
model
years
8
old
or
older
may
be
registered
as
an
antique
vehicle.
The
9
registration
fee
for
an
antique
vehicle
is
generally
$50
10
per
year,
though
it
may
be
higher
for
certain
motor
homes
11
and
vehicles
weighing
more
than
three
tons,
or
lower
for
12
vehicles
owned
by
the
same
person
since
before
January
1,
2009.
13
Alternatively,
a
motor
truck,
truck
tractor,
road
tractor,
or
14
motor
home
may
register
as
a
“limited
use”
antique
vehicle
for
15
purposes
of
operating
to
and
from
state
and
county
fairs
or
16
other
places
of
entertainment
or
education
for
exhibition
or
17
educational
purposes.
The
registration
fee
for
“limited
use”
18
antique
vehicles
is
$35
per
year
plus
$20
per
year
per
special
19
“limited
use”
plate.
An
antique
vehicle
may
display
authentic
20
Iowa
registration
plates
from
the
model
year
of
the
motor
21
vehicle,
furnished
by
the
person
and
approved
by
the
department
22
of
transportation
(DOT),
in
lieu
of
the
current
and
valid
Iowa
23
registration
plates
issued
for
the
vehicle,
provided
that
the
24
current
and
valid
Iowa
registration
plates
and
the
registration
25
card
issued
for
the
vehicle
are
simultaneously
carried
within
26
the
vehicle
and
are
available
for
inspection
upon
a
peace
27
officer’s
request.

This
bill
allows
the
owner
of
an
antique
vehicle
to
display
29
special
registration
plates
that
are
designed
by
the
DOT
to
30
mirror
plates
from
the
model
year
of
the
motor
vehicle
and
31
that
are
furnished
by
the
DOT.
The
bill
requires
the
DOT
to
32
issue
antique
vehicle
special
registration
plates
upon
proper
33
application
and
payment
of
fees.
The
bill
further
requires
34
that
the
antique
vehicle
plate
be
designed
to
be
as
identical

as
practicable
to
the
regular
registration
plate
issued
for
the
1
model
year
of
the
antique
vehicle.

The
bill
provides
that
the
special
antique
vehicle
fee
for
3
letter-number
designated
antique
vehicle
plates
is
$50
and
that
4
an
applicant
may
obtain
personalized
antique
vehicle
plates
5
upon
the
payment
of
the
$25
fee
for
personalized
plates
set
6
forth
under
current
law,
which
is
in
addition
to
the
special
7
antique
vehicle
fee.
The
annual
special
antique
vehicle
8
fee
for
letter-number
designated
plates
is
$10,
which
is
in
9
addition
to
the
regular
annual
registration
fee.
The
annual
10
fee
for
personalized
antique
vehicle
plates
is
$5,
which
is
11
in
addition
to
the
annual
special
antique
vehicle
fee
and
the
12
regular
annual
registration
fee.
The
bill
requires
the
fees
13
collected
by
the
DOT
for
antique
vehicle
plates
to
be
paid
14
monthly
to
the
treasurer
of
state
and
deposited
in
the
road
use
15
tax
fund.
The
treasurer
of
state
must
then
credit
monthly
from
16
the
statutory
allocations
fund
to
the
department
of
cultural
17
affairs
(DCA)
the
amount
of
special
fees
for
antique
vehicle
18
plates
collected
in
the
previous
month.
The
moneys
received
by
19
the
DCA
under
the
bill
are
appropriated
to
the
DCA
to
support
20
to
the
state
of
Iowa
historical
society
to
preserve
and
promote
21
automotive
history
within
the
state.
22
Finally,
the
bill
provides
that
the
owner
of
a
“limited
use”
23
antique
vehicle
displaying
antique
vehicle
plates
need
not
also
24
purchase
“limited
use”
plates.
