1.
NEW
SECTION
.
103A.8D
Radon
abatement.
1
Any
new
residential
construction
for
which
an
initial
2
building
permit
is
issued
on
or
after
July
1,
2019,
shall
3
include
the
installation
of
a
radon
abatement
system
consistent
4
with
the
provisions
of
section
136B.1.
5
Sec.
2.
Section
558A.4,
Code
2019,
is
amended
by
adding
the
6
following
new
subsection:

NEW
SUBSECTION
.
3.
Consistent
with
section
136B.2,
a
8
transferee
may
require
a
test
be
performed
to
detect
the
9
presence
of
radon
gas
or
progeny
as
a
condition
of
the
transfer
10
of
the
property.
The
transferee
shall
pay
for
any
costs
11
associated
with
such
test.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
installation
of
radon
abatement
16
systems
and
radon
testing
at
the
time
of
transfer
of
real
17
property.

The
bill
requires
all
new
residential
construction
for
which
19
an
initial
building
permit
is
issued
on
or
after
July
1,
2019,
20
to
install
a
radon
abatement
system.
The
bill
also
allows
a
21
transferee
to
require
as
a
condition
of
transfer
a
test
for
22
radon
and
radon
progeny
as
long
as
the
transferee
pays
for
the
23
test.
