  1  1    Section 1.  NEW SECTION.  256.34  A.L.I.C.E. training grant
  1  2 program == appropriation.
  1  3    1.  For purposes of this section, "A.L.I.C.E. training" means
  1  4 active shooter response training based on the strategies of
  1  5 alert, lockdown, inform, counter, and evacuate.
  1  6    2.  The department shall establish an A.L.I.C.E. training
  1  7 grant program to provide grants for A.L.I.C.E. training of
  1  8 school employees in schools that do not otherwise have funds
  1  9 available to provide such training.
  1 10    3.  Eligibility for the grant program shall be limited
  1 11 to public and nonpublic schools located in an area that has
  1 12 previously had an application for a grant from the homeland
  1 13 security grant program administered by the federal emergency
  1 14 management agency rejected due to lack of available federal
  1 15 funds. The department shall give first priority to applicants
  1 16 that have not received funding specifically to provide
  1 17 A.L.I.C.E. training in at least three years.
  1 18    4.  The department shall adopt rules pursuant to chapter
  1 19 17A to administer the grant program, including but not limited
  1 20 to an application process, additional eligibility criteria,
  1 21 prioritization of eligible applicants, and a process to
  1 22 determine which areas in this state have previously had an
  1 23 application for a grant from the homeland security grant
  1 24 program administered by the federal emergency management agency
  1 25 rejected due to lack of available federal funds.
  1 26    5.  There is appropriated from the general fund of the state
  1 27 to the department of education for each of the fiscal years in
  1 28 the period beginning July 1, 2015, and ending June 30, 2018,
  1 29 five hundred thousand dollars for the grant program.
  1 30                           EXPLANATION
  1 31 The inclusion of this explanation does not constitute agreement with
  1 32 the explanation's substance by the members of the general assembly.
  1 33    This bill requires the department of education to establish
  1 34 an A.L.I.C.E. training grant program to provide grants for
  1 35 A.L.I.C.E. training of school employees in schools that do not
  2  1 otherwise have funds available to provide such training. The
  2  2 bill defines "A.L.I.C.E. training" as active shooter response
  2  3 training based on the strategies of alert, lockdown, inform,
  2  4 counter, and evacuate.
  2  5    The bill limits eligibility for the grant program to public

  2 23 beginning July 1, 2015, and ending June 30, 2018.
