subsection

2021,
is
amended
by
adding
the
following

new
subparagraph
division:

DIVISION

(d)
For
a
member
whose
first
4
month
of
entitlement
is
July
2021
or
later,
covered
employment
5
does
not
include
employment
as
a
substitute
teacher.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
bona
fide
retirement
of
a
substitute
10
teacher
under
the
Iowa
public
employees’
retirement
system
11
(IPERS).
Current
law
provides
that
a
member
has
a
bona
fide
12
retirement
for
purposes
of
IPERS
when,
among
other
things,
13
the
member
does
not
return
to
covered
employment
until
the
14
member
has
qualified
for
no
fewer
than
four
calendar
months
15
of
retirement
benefits.
The
bill
establishes
that,
for
16
purposes
of
this
provision,
covered
employment
does
not
include
17
employment
as
a
substitute
teacher.
The
bill
does
not
modify
18
the
requirement
that
the
member
not
return
to
any
employment
19
with
a
covered
employer
until
the
member
has
qualified
for
at
20
least
one
calendar
month
of
retirement
benefits.
