1.
NEW
SECTION
.

COVID-19

A
COVID-19
federal
funds
oversight
committee
is
4
established
which
shall
meet
at
least
every
six
months
to
5
review
the
expenditure
by
the
office
of
the
governor
and
state
6
agencies
and
departments
of
federal
funds
received
for
purposes
7
relating
to
the
COVID-19
pandemic.
The
committee
shall
meet
as
8
directed
by
the
legislative
council.

2.
a.
The
committee
shall
consist
of
three
members
of
the
10
senate
appointed
by
the
majority
leader
of
the
senate,
two
11
members
of
the
senate
appointed
by
the
minority
leader
of
the
12
senate,
three
members
of
the
house
of
representatives
appointed
13
by
the
speaker
of
the
house
of
representatives,
and
two
members
14
of
the
house
of
representatives
appointed
by
the
minority
15
leader
of
the
house
of
representatives.

Members
shall
be
appointed
during
the
first
regular
17
session
of
each
general
assembly
and
shall
serve
for
terms
18
ending
upon
the
convening
of
the
following
general
assembly
19
or
when
their
successors
are
appointed,
whichever
is
later.

A
vacancy
shall
be
filled
in
the
same
manner
as
the
original
21
appointment
and
shall
be
for
the
remainder
of
the
unexpired
22
term
of
the
vacancy.

c.
The
committee
shall
elect
a
chairperson
and
vice
24
chairperson.

3.
The
members
of
the
committee
shall
be
reimbursed
for
26
actual
and
necessary
expenses
incurred
in
the
performance
27
of
their
duties
and
shall
be
paid
a
per
diem
as
specified
28
in
section
2.10
for
each
day
in
which
they
engaged
in
the
29
performance
of
their
duties.
However,
per
diem
compensation
30
and
expenses
shall
not
be
paid
when
the
general
assembly
is
31
actually
in
session
at
the
seat
of
government.
Expenses
and
32
per
diem
shall
be
paid
from
moneys
appropriated
pursuant
to
33
section
2.12
.

The
committee
shall
do
all
of
the
following:

the
expenditure
by
the
office
of
the
governor

federal

purposes
relating
to
the
COVID-19
pandemic,
including
but

limited
to
federal
funds
received
by

state
under
the

federal
Coronavirus
Aid,
Relief,
and
Economic
Security
Act,

and
any
successor
legislation.

Review
the
report
submitted
pursuant
to
subsection
5.

5.
On
or
before
April
30,
2021,
and
every
six
months
8
thereafter,
the
department
of
management
shall
submit
a
report
9
to
the
general
assembly
detailing
each
expenditure
by
the
10
office
of
the
governor
and
state
agencies
and
departments
of
11
federal
funds
received
for
purposes
relating
to
the
COVID-19
12
pandemic,
including
but
not
limited
to
federal
funds
received
13
by
the
state
under
the
federal
Coronavirus
Aid,
Relief,
and
14
Economic
Security
Act,
Pub.
L.
No.
116-136,
and
any
successor
15
legislation.

6.
The
committee
may
issue
a
report,
including
its
findings
17
and
recommendations,
to
the
general
assembly
at
the
committee’s
18
discretion.
If
the
committee
issues
a
report,
the
report
shall
19
be
submitted
to
the
general
assembly
within
six
months
of
the
20
meeting
on
which
the
report
is
based.

7.
This
section
is
repealed
July
1,
2023.

Sec.
2.
NEW

Audit
of
expenditure
of
federal

funds
relating
to
COVID-19
pandemic.

1.
The
auditor
of
state
shall
perform
a
continuous
audit
and
25
examination
of
each
expenditure
by
the
office
of
the
governor
26
and
state
agencies
and
departments
of
federal
funds
received
27
for
purposes
relating
to
the
COVID-19
pandemic,
including
but
28
not
limited
to
federal
funds
received
by
the
state
under
the
29
federal
Coronavirus
Aid,
Relief,
and
Economic
Security
Act,
30
Pub.
L.
No.
116-136,
and
any
successor
legislation.

2.
This
section
is
repealed
July
1,
2023.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
33
importance,
takes
effect
upon
enactment.

This
bill
establishes
a
COVID-19
federal
funds
oversight

committee
that
is
required
to
meet
at
least
every
six
months
to

review
the
expenditure
by
the
office
of
the
governor
and
state

agencies
and
departments
of
federal
funds
received
for
purposes

relating
to
the
COVID-19
pandemic.
As
part
of
the
committee’s
7
duties,
it
is
required
to
review
a
report
submitted
by
the
8
department
of
management
detailing
each
such
expenditure.
The

bill
also
requires
the
auditor
of
state
to
perform
a

and

of
each
such
expenditure.

The
bill
takes
effect
upon
enactment.
The
provisions
of
the

bill
are
repealed
