company
doing
business
in
this
state
shall

a
record

global
positioning
system
coordinates

the
following:

a.
Access
points
to
the
pipeline
company’s
pipelines
and

underground
storage
in
this
state.

b.
The
pipeline
company’s
above-ground
facilities
or

fixtures
in
this
state
that
are
used
to
facilitate
the

operation
of
the
pipeline
company’s
pipelines
or
underground

storage.

A
landowner
may
request
that
a
pipeline
company
doing

business
in
this
state
provide
the
landowner
with
the
global
13
positioning
system
coordinates
of
all
access
points
to
the

pipeline
company’s
pipelines
and
underground
storage
in
this

state
located
within
a
right-of-way
on
the
landowner’s
property
16
and
all
of
the
pipeline
company’s
above-ground
facilities
or
17
fixtures
located
on
the
landowner’s
property
that
are
used
to

facilitate
the
operation
of
the
pipeline
company's
pipelines

or
underground
storage.
A
pipeline
company
shall
provide
20
the
global
positioning
system
coordinates
to
the
landowner

pursuant
to
this
subsection
within
three
business
days
from
the

date
of
receipt
of
the
landowner’s
request.
For
purposes
of

this
subsection,
“landowner”
means
a
person
listed
on
the
tax
24
assessment
rolls
as
responsible
for
the
payment
of
real
estate
25
taxes
imposed
on
the
property
containing
the
pipeline
company’s
26
right-of-way.

bill
relates
to
pipelines
and

storage.

The
bill
requires
pipeline
companies
governed
by
Code

chapter
479
(pipelines
and
underground
gas
storage),
479A
23
(interstate
natural
gas
pipelines),
or
479B
(hazardous
24
liquid
pipelines
and
storage
facilities)
doing
business
in
25
this
state
to
maintain
a
record
of
the
global
positioning
26
system
coordinates
of
access
points
to
the
pipeline
company’s
27
pipelines
and
underground
storage
in
this
state
and
the
28
pipeline
company’s
above-ground
facilities
or
fixtures
in
this
29
state
that
are
used
to
facilitate
the
operation
of
the
pipeline
30
company’s
pipelines
or
underground
storage.

The
bill
authorizes
a
landowner
to
request
that
a
pipeline

company
provide
the
landowner
with
the
global
positioning
33
system
coordinates
of
all
access
points
to
the
pipeline

company’s
pipelines
and
underground
storage
located
within

a
right-of-way

the

the

The
bill
requires
a
pipeline
company
to
provide
the

global
positioning
system
coordinates
to
the
landowner
within

three
business
days
of
the
date
the
pipeline
company
receives
7
the
request.

The
bill
requires
the
board
to
adopt
rules
pursuant
to
Code
9
chapter
17A
to
administer
these
provisions.
10
A
person
who
violates
a
provision
of
Code
chapter
479
is
11
subject
to
a
civil
penalty
not
to
exceed
$100,000
for
each
12
violation
or
$1
million
for
any
related
series
of
violations.
13
A
person
who
violates
a
provision
of
Code
chapter
479B
is
14
subject
to
a
civil
penalty
not
to
exceed
$1,000
for
each
15
violation
or
$200,000
for
any
related
series
of
violations.
