1.
Section
483A.8,
subsection
2,
Code
2011,
is

amended
to
read
as
follows:

2.
The
deer
hunting
license
shall
be
accompanied
by
a
tag
3
designed
to
be
used
only
once.
When
a
deer
is
taken,
the
deer
4
shall
be
tagged
and
the
tag
shall
be
dated.
The
tag
shall
be
5
attached
to
the
carcass
of
a
deer
taken
within
thirty
minutes
6
of
the
time
the
deer
carcass
is
located
after
being
taken,
or
7
before
the
carcass
is
moved
to
be
transported
by
any
means
8
from
the
place
where
the
deer
was
taken,
whichever
occurs
9
first.
For
each
antlered
deer
taken,
the
tag
shall
be
affixed
10
to
the
deer’s
antlers.
For
the
purposes
of
this
subsection,
11
transportation
of
a
deer
carcass
does
not
include
moving
the
12
carcass
by
hand
a
reasonable
distance
for
the
sole
purpose
of
13
finding
a
suitable
location
to
field
dress
the
deer.
For
the
14
purposes
of
this
subsection,
“field
dress”
means
that
the
deer
15
carcass
is
bled
and
cleaned
of
its
internal
organs.

EXPLANATION
17
This
bill
requires
that
a
deer
tag
must
be
attached
to
the
18
carcass
of
a
deer
taken
within
30
minutes
of
the
time
the
deer
19
is
located
after
being
taken,
or
before
the
carcass
is
moved
to
20
be
transported
by
any
means
from
the
place
where
the
deer
was
21
taken,
whichever
occurs
first.
For
the
purposes
of
the
bill,
22
transportation
of
a
deer
carcass
does
not
include
moving
the
23
carcass
by
hand
a
reasonable
distance
for
the
sole
purpose
of
24
finding
a
suitable
location
to
field
dress
the
deer.
For
the
25
purposes
of
the
bill,
“field
dress”
means
that
the
deer
carcass
26
is
properly
bled
and
cleaned
of
its
internal
organs.

Currently,
by
rule,
a
tag
must
be
attached
to
the
carcass
of
28
a
deer
taken
within
15
minutes
of
the
time
the
deer
is
killed
29
or
before
the
carcass
is
moved
in
any
manner,
whichever
occurs

first.
